, ~Tor.place Consent #t 3 ~
AWARD BID FOR ANNUAL PET CLINIC
By: Jo Thieling, Deputy City Clerk

Background:

Earlier in the year, staff was authorized by Council to proceed with the planning of the spring
events - the Annual Pet Clinic is one of these events. A notice of bid request was sent to local
veterinarian clinics. (Notice of bid requests and labels were included in Council agenda packet.)

The deadline for accepting bids was Friday, April 7, 2000. One bid was received for the pet
clinic and that was from AMVET of Elk River. The bid is as follows: DHLP-P (Canine
Distemper, Hepatitis, Leptospirosis, Parainfluenza, Parvovirus) $9.00, Rabies (cat and dog)
$3.00, and Pan RC-C-P (Feline Rhinotracheitis, Calici, Panleukopenia, Pneumonitis, Chlamydia)
$6.00. The bid is the same as last year for the rabies vaccination, with a $1 decrease on each of
the DHLP-P and Pan RC-C~P. AMVET has been awarded the bid the last few years and
conducts a very well organized clinic. In addition, Dr. Gilgenbach and his staff are a pleasure to
work with.

For the past six years, the City has added a small administrative fee to the cost of the shots. The
reason for doing that was to cover the cost of having City staff present to write licenses, etc. For
the last couple of years, the veterinarian has questioned this. He suggests that he is providing a
service to our residents by lowering his fees for the day and the City adding a fee to the price he
has quoted seems unfair. Prior to the Pet Clinic in 1999, I contacted Anoka, Andover, Elk River,
Ham Lake and Oak Grove, and none of these cities tacks on an administrative fee. No prices
have been published at this time, therefore, Council may make changes if they wish.

For your information, following are the 2000 pet clinic rates charged by area cities:

Feline Bordi- Heart
Rabies DHLP-P PanRC Lymes Lukma. (The regular fees are
$8 and $20, respectively.)

Council Action:

Motion to adopt Resolution #00-04- awarding the bid for the 2000 Annual Pet Clinic

Reviewed by:

Copies also distributed to:

Deputy City Clerk
CC: 04/11/00

City Administrator
Assistant City Administrator
Finance Officer
