i <br /> <br />I <br />t <br /> <br />CASE # / <br /> <br />PUBLIC HEARING ON IMPROVEMENT PROJECT #99~67 <br />(STORM SEWER FOR MISSISSIPPI RIVER STORMWATER <br />SUBDRAINAGE DISTRICT NO. 1) <br /> By: Steve Jankowski, City Engineer <br /> <br />Background: <br /> <br />The ordinance creating the Mississippi River Stormwater Subdrainage District No. 1 was passed <br />on February 22, 2000 and went into effect on April 3, 2000, thirty days after publication. The <br />purpose for the creation of the District is to address the storm water needs of the District. The <br />eastern portion of the District has been developing, however, the property owners of the western <br />half of the District have indicated they do not anticipate developing in the near future. Although <br />a public hearing on this improvement project was held on February 22, 2000, the City Attorney <br />has advised that a public hearing should be held once the District has been legally established. <br />Thus, this is the purpOse of tonight's hearing. <br /> <br />Attached is a copy of the feasibility study, which was made available to each property owner. <br />Also attached are schematics of five alternatives along with their total project costs that were <br />considered before Alternative No. 1 was selected for utilization in the feasibility study. <br />Alternative No. 1 has the following advantages: <br /> <br />· Least cost <br />· Services all properties within the District <br />· Uses existing Business Park 95 pond for water quality treatment <br />· Makes use of influent pipe as an outlet pipe for the Business Park 95 pond <br /> (A contribution of $102,500, 25% of the project costs, reduces the cost to the District.) <br /> <br />Council Action: <br /> <br />Following the public heating, the Council may either accept the feasibility study as presented or <br />may direct modifications.
