I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />1 <br />I <br />I <br />'1 <br /> <br />1.0 <br /> <br />2.0 <br /> <br />3.0 <br /> <br /> FEASIBILITY REPORT <br /> TRUNK STORM SEWER FOR <br />THE MISSISSIPPI RIVER STORM WATER <br />SUBDRAINAGE DISTRICT NO. 1 (MRSSD) <br />CITY OF RAMSEY, MINNESOTA <br /> <br />INTRODUCTION <br /> <br />The purpose of this report is to review the technical feasibility of providing trunk <br />storm sewer facilities for the Mississippi River Storm Water Subdrainage District <br />No. 1 (MRSSD) in the City of Ramsey ss required by Minnesota Statute 444. <br /> <br />It is proposed to finance the project by establishing the MRSSD as a "Storm <br />Sewer Improvement Tax Distdct'. As discussed in Section 7 of this report, the <br />MRSSD shall be referred to as the "District". The District, as shown on Exhibit A, <br />all lies within Section 35, Township 32 North, Range 25 West, City of Ramsey, <br />Anoka County, Minnesota. <br /> <br />In addition to reviewing the technical feasibility and financing, this report will <br />provide estimated costs and discuss the proposed improvement which also <br />provides benefit to the Business Park directly north of the district. " <br /> <br />PROJECT NEED <br /> <br />The project as proposed serves three needs: <br /> <br />· Provides the trunk storm sewer facilities to allow for the entire District to <br /> develop <br /> <br />· Eliminates flooding problems experienced on east side of the District <br /> <br />· Provides a positive overflow to the Mississippi River for the Distdct and for <br /> the Business Park located directly north of the Distdct <br /> <br />EXISTING CONDITIONS <br /> <br />The proposed District conSists of approximately 24 acres of land that is zoned as <br />commercial property. Approximately 40 percent of the property is already fully <br />developed. The land within the District is relatively flat with elevations ranging <br />from 859 to 865. <br /> <br />Currently, a majority of the area in the District does not have an outlet to the <br />Mississippi River. Several properties located on the east end of the District <br />experience periodic flooding because storm water and snowmelt runoff ponds in <br />parking areas until it can infiltrate into the ground.
