I I I I I I I I I I I I I I I I 9.0 The owner designation "By Others" represents the portion of the cost that would be financed by funds other than those provided by the District. This cost represents the benefit that the District Trunk Storm Sewer system provides for properties outside the District. The benefit consists of providing the existing stormwater ponds located in the Business Park a positive overflow to the Mississippi. The "By Others" cost percentage is based on constructing a 15-inch outlet pipe which would only service the Business Park. This cost was estimated to be $102,500, which includes the construction and overhead costs. PROJECTED PROJECT SCHEDULE If the City should elect to proceed with the improvements, the following schedule could be anticipated: 10.0 .1) Present feasibility study and set date of public hearing 2) Hold public hearing 3) Order plans and specifications 4) Pass condemnation resolution 5) Approve plans and specifications and authorize bids 6) Receive bids and award project 7) Finalize land acquisition 8) Initiate construction 9) Complete construction January 25, 2000 February 8, 2000 February 22, 2000 February 22, 2000 March' 28, 2000 April 25, 2000 May 15, 2O00 May 15, 2000 July 31. 2000 The above schedule is based on utilizing the Storm Sewer Improvement Tax District per Minnesota Statute 844. Should the city decide to fund the project using alternate methods of financing, the schedule may need to be modified. SUMMARY AND RECOMMENDATIONS The proposed improvements are technically feasible and will benefit the area served. It is recommended that the City take the steps discussed in Section 9.0 of this report should the City Council decide to proceed with the improvements.
