I <br /> I <br /> <br />! <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br />Conclusion: The proposed residential use of the subject site appears to be consistent with the <br />vision and guiding principles set forth at the beginning of the process for updating the <br />Comprehensive Plan. However, the density parameters that will result from the comprehensive <br />plan will play an integral role in setting standards for future residential development and should <br />be agreed upon prior to future development of medium or high density housing. The density <br />issue also must pay respect to the opinion handed down by the City Attorney in regards to the <br />affect of recent charter amendments. <br /> <br />In regards to the Mississippi River Bridge crossing issue, a consensus among the public and local, <br />regional, state and federal government agencies should be established. Such consensus will <br />enhance land use planning for this general area including the subject parcel. It would be <br />beneficial to have policy in place that will address this issue. <br /> <br />The purpose of a moratorium on development is to allow the local government body time to <br />complete the planning process. This parcel and others like it are examples of why state <br />legislation enables government agencies to place moratoriums on development. <br /> <br />Recommendation: Our opinion is that Outlot A Regency Pond remains in the development <br />moratorium to allow time for the Comprehensive Plan to be completed. However, the Council <br />may choose to accept the request to remove this parcel from the moratorium. If the Council so <br />chooses, careful consideration should be given (during site plan review) to the density issue <br />relative to current comprehensive planning discussions as they progress during the months of <br />June and July. Further consideration should also be given to the status of the two pamels between <br />the subject parcel and Ramsey Boulevard to enable future development and or redevelopment. <br /> <br />Page 2 of 2 <br /> <br /> <br />
