CASE # <br /> <br /> REQUEST FOR A CONDITIONAL USE PERMIT TO CONSTRUCT <br /> AND OPERATE A TRANSFER STATION IN TI-IE <br />BUSINESS WAREHOUSE DISTRICT; CASE OF AcE SOLID WASTE <br /> <br />Background: <br /> <br />As you know, Ace Solid Waste is proposing to relocate their operation from Andover to Ramsey. <br />The facility will include one building to house their offices and truck terminal and a second <br />building to be used as a transfer station for processing recyclables and mixed solid wastes. City <br />Code requires a conditional use permit for the transfer station part of their operation. <br /> <br />Observations: <br /> <br />Basically, the route trucks enter the transfer station through one of 4 overhead doors and unload <br />their materials onto the floor. The mixed solid wastes are then loaded into open-top semi-trailers <br />and recylcables are loaded into either open-top or van trailers for transportation to final <br />destinations. There is one lowered dock inside the building for loading open-top trailers and <br />there is one standard back-in dock for loading van trailers. <br /> <br />It is Staff's understanding that the County permit would require washing the floor at the end of <br />each day. Therefore, any partial load remaining on the floor at the end of the work day would be <br />loaded into a semi-trailer and the trailer remains parked inside the building overnight. The <br />loading of the trailer to capacity is completed the next day when incoming route tracks start <br />arriving again. <br /> <br />Reeyclables are stored in an area of the building separate from the mixed solid waste tipping <br />floor. Recyclables are stored on the floor in the building until theY reach a full semi load <br />capacity. At that time, they are Ioaded onto the semi-trailers and shipped to their final <br />destination. <br /> <br />The proposed hours of operation for the transfer station are 7:00 alm. to 5:00 p.m, Monday <br />through Friday. <br /> <br />The transfer station also requires permits from Anoka County, Minnesota Pollution Control <br />Agency and the Minnesota Office of Environmental Assistance. <br /> <br />The Ramsey site is zoned Business Warehouse; the surrounding parcels to the north, west and <br />south are zoned a combination of Business Warehouse and Industrial. The parcels on thc south- <br />side of the Burlington Northern railroad tracks are zoned B-3 Highway Business and are <br />occupied by a lawful non-conforming single family dweI1ing and' mobile home park. <br /> <br />On Wednesday, March 5, City Staff and some of the Councilmembers toured a transfer station in <br />Brooklyn Park. That facility is 60,000 square feet in size, which is more than 3 times the size of <br />the facility proposed in Ramsey. The odors inside the building were not objectionable. Because <br />all mixed solid wastes must be off the floor by the end of the day, they are constantly in motion <br />and there doesn't seem to be much opportunity for decomposition and rodent attraction to occur. <br /> <br />: <br /> <br />113 <br /> <br /> <br />
