Councilmember <br /> <br />introduced the following resolution and moved for its adoPtion: <br /> <br />RESOLUTION #00-04- <br /> 00-004) <br /> <br />A RESOLUTION ADOPTING FINDINGS OF FACT # RELATING TO ACE <br />SOLID WASTE'S REQUEST FOR A CONDITIONAL USE PERMIT TO CONSTRUCT <br />AND OPERATE A TRANSFER STATION FOR RECYCLABLES AND MIXED SOLID <br />WASTES <br /> <br /> WHEREAS, Ace Solid Waste, Inc., hereinafter referred to as Applicant, has properly <br />applied for a conditional use permit to construct and operate a transfer station for recyclables and <br />mixed solid wastes in the Business Warehouse District on the property legally described as <br />follows: <br /> <br />Lot 2, AUDITOR'S SUBDIVISON NUMBER 30, except the southwesterly <br />80 feet thereof, subject to easements of record, Anoka County, Minnesota <br /> <br />(" Subject Property") <br /> <br />NOW THEREFORE, BE IT RESOLVED BY .THE CITY COUNCIL OF THE CITY OF <br />RAMSEY, ANOKA COUNTY, STATE OF MINNESOTA, as follows: <br /> <br />1) <br /> <br />That the Applicant appeared before the Planning Commission for a public hearing pursuant <br />to Section 9.03.04 of the Ramsey City Code on April 10, 2000, and that the public hearing <br />was properly advertised and that the minutes of said public heating are hereby incorporated <br />by reference. <br /> <br />2) <br /> <br />That the Applicant submitted the following documents in support of their application for a <br />conditional use permit: a) Site Plan Sheet A1 prepared by Lampert Architects dated <br />February 14, 2000, revision dated February 24, 2000; b) Floor Plan Sheet A2 prepared by <br />Lampert Architects dated March 28, 2000; c) Elevations Sheet A3 prepared by Lampert <br />Architects dated March 28, 2000; d) Landscape Plan Sheet L1 prepared by Lampert <br />Architects dated February 25, 2000; e) Preliminary Grading, Drainage, Erosion Control and <br />Utility Plan prepared by Plowe Engineering, Inc. dated February 11, 2000; and i') a written <br />description of the transfer station entitled "Phase II - Ace Solid Waste Recycling And <br />Transfer Facility, Ramsey, MN", dated March 24, 2000. <br /> <br />3) That the subject site is approximately 9 acres in s~e and is zoned Business Warehouse. <br /> <br />4) That the surrounding parcels to the north, east and west are zoned a combination of Industrial <br /> and Business Warehouse; the property on the south side of the Burlington Northern Railroad <br /> is zoned B-3 Highway Business and is occupied by a lawful non-conforming residential <br /> dwelling. <br /> <br />5) That the Applicant is proposing to relocate and develop their new office and truck terminal <br /> on the Subject Property. <br /> <br />6) That the Applicant has stated that the on-site transfer station is essential' to efficient collection <br /> and ultimate disposal of mixed solid wastes and recyclables. <br /> <br />7) That Section'9.14 (Solid Waste) of the Rarnsey City Code requires a conditional use permit <br /> for the operation of a transfer station in any zoning district. <br /> <br />8) That the Applicant's submittal reflects that all operations occur inside the building and <br /> basically consists of transferring the materials collected by route tracks onto semi-tracks for <br /> transportation to final destinations (local and out-of-state recycling markets and landfills). <br /> <br />I <br />I <br />I <br />I <br />I <br />I: <br />I <br />I <br />I <br />I <br />I <br /> <br /> <br />
