Commissioner Jensen replied that the Commission needs some input from staff regarding the
suggested changes before they can make any recommendation.

Chairperson Anderson stated that he is not comfortable with forwarding anything to Council at
this time because he does not know if the development can be accomplished at all because of the
traffic concerns.

City Engineer Jankowski reviewed the traffic analysis of the area.

Commissioner Nixt stated that he does not think the traffic study is a realistic evaluation of the
traffic problems in the area because he has driven through the existing neighborhood on many
occasions and has personally witnessed the traffic problems.

Chairperson Anderson stated that he would like a response from staff regarding the latest
suggestions to the site plan.

Commissioner Jensen stated that she would like the right-in right-out access from C.R. #116 to
access the townhome development as well as the apartments.

Mr. Bulow stated that he would not be in favor of providing the access to the townhome
development because it would not be the safest access from the ~esidents in the townhome
development. He stated that it is best to keep the traffic between the two developments separate.

Commissioner Dempsey inquired if it would be possible to construct Barium Street as a one-way
southbound street if it is connected to the existing neighborhood.

City Engineer Jankowski replied that it would be possible to post the street a one-way.

Commissioner Dempsey stated that he would like to know if it would be possible to construct the
street physically narrower, but wide enough to allow plowing.

Motion by Commissioner Dempsey, seconded by Commissioner Jensen, to suggest that Argon
Street be a cul-de-sac within the development, evaluate the possibility of constructing Barium
Street as a one-way to prohibit any northbound traffic and the concept of a making Barium Street
a cul-de-sac with no access to the existing development with staff presenting a report to the
Commission regarding both plans. And deal with any issues regarding the apartments at such a
time it is appropriate.

Motion Carried. Voting Yes: Chairperson Anderson, Commissioners Dempsey, Jensen,
Kociscak, Nixt, and Wivoda. Voting No: None. Absent: Commission Johnson.

COMMISSION INPUT

Planning Commission/March 20, 2000
