devel~pment aspects relating to the townhomes and twin.homes such as architectural standards,
off-street parking, structure setbacks, landscaping, etc,, as part of the rezoning process,

On March 6, the Commission continued the request for rezoning to a special meeting on' March
20, along with the request for preliminary plat approval. On March 20, the Commission tabled
both cases and requested that the Developer explore other options for the street layout.

On March 28, the developer attended a City Council Work session to obtain their input to the
street layout options prior to going back to the Planning: Commission. The Council discussion
also focused .on the density and the developer was asked to attend the next Council work session
to resume discussion of density and street layout.

On April 4, the Planning Commission reviewed the four proposed street layouts and had selected
the option of the development consisting of all private streets, with the exception of a cul-de-sac
feeding off of Dysprosium Street.

During the March 6 and March 20 Planning Commission meeting, several residents spoke during
the public hearings pertaining to the rezonlng and proposed development. The concerns mostly
stemmed from traffic safety and street layout. The present street configuration appears to satisfy
the Flintwood neighborhood concerns regarding street c. onfiguration.

Recommendation:

City'Staff and the Planning Commission recommend approval of the Preliminary Plat for
Mallard Ponds contingent upon compliance with City Staff review letter dated April 19, 2000.

Council Action:

Motion to Approve/deny the prelflninary plat of Mallard Pond contingent upon compliance with
City Staff review letter dated April 19, 2000.

Reviewed by:
Community Development Director
Community Development Assistant

CC: 04/25/00

232

I
I
I
I
I
I

I
I
I
I
I
I
I
I
I
i
I
I
