Box 506 <br />Elk River, MN 55330 <br /> <br />Re: Preliminary Plat/Site Plan Review: Mallard Ponds <br /> <br />Dear Chris: <br /> <br />We are in receipt of your proposed PreliminaW Plat for Mallard Ponds, a townhome <br />development with space reserved for a future apartment complex. The Preliminary Plat consists <br />· of three (3) sheets dated February 14, 2000, first revision dated February 22, 2000, second <br />revision date of March 13, 2000 and fotirth revision date of April 10, 2000 prepared by John <br />Oliver & Associates, Inc. We offer the following comments: <br /> <br />Zonine and General: The subject property is approximately 16.67 acres in size. The <br />preliminary plat indicates the current zoning is Multiple Residential and should be <br />corrected to identify B-1 and B-2 Business as the current zoning. The City has received <br />an application to rezone the .property to Planned Unit Development to facilitate <br />development of it with a mixture of townhomes and apartments. <br /> <br />Density: The draft Comprehensive Plan has targeted this area for high density residential <br />devetopment'with a maximum density of 15 units per fiet acre. There are 1.64 acres of <br />wetlands on the site which results in a net developable area of 15.03 acres. According to <br />the guidelines of the draft Comprehensive Plan, 225 units would be allowed on the site; <br />58 townhouse units are proposed. The apartment complex would be restricted to a <br />maximum of 167 units. The City Charter also requires compatible densities between <br />existing and new development. Mallard Ponds is bounded on the north and west by a <br />portion of the Flintwood Planned Unit Development. The first tier of homes on the <br />Flintwood side calculate out to a density of approximately 7.5 units per acre; the first tier <br />of homes on the Mallard Ponds side of the common boundary calculate out to a density of <br />approximately 5.3 units per acre. There are 5.24 acres (31%) of open space, which <br />includes the wetland. <br /> <br />Streets: The use of a private street is acceptable to the City, but the development <br />agreement wilt require continuation from the Developer that the homeowners covenants <br />puts people on notice that the road will remain a private road and the responsibility of the <br />homeowners association.
