She explained that she was the resident that demanded
that a stop sign be installed on Dysprosium Street and they were given speed humps. Ms.
Hoeller requested that the $354,000 in park dedication the City would receive from the proj eot be
given to the neighborhood park for improvements and install a stop sign at 141st to allow for
children to cross Dysprosium to get to the park. She stated that Mr. Bulow explained that the
townhomes would be built one level with no basements for seniors and she questioned'if it would
be possible for the apartment complex to be senior.housing. Ms. HoMier als0 suggested marking
the bike lane along Dysprosium. as a bike lag. e and use the property for a community center to
give the children a place to go.

Roland Saure, 14107 Barium Street NW, Ramsey, stated that he would be in favor of lower
residential density because of the traffic problems in the area. He also agreed that say money
received in park dedication should be put into the local park. He also wanted to note that he
· currently banks at Northland Security Bank and that it is very difficult to turn into' the bank.

City Engineer fankowsld explained that the latest plan for.the intersection of 142'd and T.H. #47
is to allow left turns offT.H. #47, but will Prevent left turns from 142'a onto T.H. #47.

Paul Miller, 14138 Argon Street NW, Ramsey, stated that he currently works for the City of
Minneapolis Department of Public Works as a Civil Engineer with a background in street design,
sewer design, and traffic engineering, .and feels comfortable addressing tlae traffic issue. He
stated that he is strongly opposed to the street layout of the development. He was able to review
the traffic study done by Hakanson Anderson which addressed the traffic that will result from the
new development, but it did not consider the increase of through traffic through the existing
neighborhoods. With Argon Street being' extended to Dysprosium, his expertise tells him the
route will mm into a short cut from T.H. #47 to. C.R. #116. The developer stated that he would
not be oppo.sed to changing the p!at to cul-de-sac's rather than through streets sad thinks that
should be considered because the extension of Argon. will have a huge impact on the nine homes
that exist. Mr. Miller suggested the possibility of closing 142na Avenue to prevent the through
traffic.

City Engineer Jankowski replied that the traffic analysis from Hakanson Anderson did not
'include cut through traffic, but is an issue they c.an address.

Ms. Elllngson inquired as to what guarantees the residents would have that the. development
would stay as senior housing. If the property is not developed as senior housing it will'have a
great impact on a school district which is'already overcrowded. She thinks they need to think
long range for the City.

Scott Monette, 5334 142na Lane NW, Ramsey, stated that if Argon Street is extended it will
encourage through traffic from T.H, #47 to C.R. #116.

Planning Commission/March 6, 2000
Page 1I of 25
