The horseshoe pit is proposed to be located behind Field #3 to the east of <br />the existing pond and to the west of the parking lot. The applicant would also like to lay <br />bituminous pavement over a part of the existing volleyball courts to facilitate basketball and <br />roller hockey in the summer and broomba!l and boot hockey in the winter. ~ The Planning <br />Commission held a public hearing on March 6, 2000, and there was no public input during the <br />public hearing. <br /> <br />Councilmember Anderson inquired as to what they are proposing as far as. safety measures for <br />the splat ball course. <br /> <br />Gary Gruber, Diamonds Sports Bar, stated that he is working with PaintbaI1 Pro to set up the <br />course. He explained that the course would be enclosed with a netting, and it would be a <br />requirement that all players Would have to wear full face masks and be 18 years of age or older. <br /> <br />Councilmember Anderson inquired if the paint is apt to get out of the area. <br /> <br />Mr. Gruber replied n°, explaining that the netting would be 20 feet high. <br /> <br />Councilmember Hendriksen inquired if the City should be granting a conditional use permit or a <br />interim use permit for the splat ball course. <br /> <br />City Attorney Goodrich replied that an interim use permit is used when the conditions are <br />expected to change, which would affect the surrounding usage. <br /> <br />Councilmember Hendriksen'questioned how the Council deals with a situation if they are unsure <br />of what the future impacts of the course might be. <br /> <br />City Attorney Goodrich replied that if the conditions of the conditional use permit are drafted <br />properly, there should be no detrimental affects. <br /> <br />Councilmember Hendriksen stated that currently there is a hundred acres that are essentially not <br />being used so it seems like an ideal location for the course, but twenty years from now that might <br />change. <br /> <br />City Attorney Goodrich replied that the Council could table the issue and develop an interim use <br />permit that would show what the possible future uses could be and, therefore, require the interim <br />use permit. <br /> <br />Mr. Gruber stated that he is planning a two year trial period for the splat bali course, and noted <br />that the land surrounding Diamonds Sports Bar has to remain park land for one hundred years <br />according to the County. <br /> <br />City Council/March 28, 2000 <br /> Page 8 of 21 <br /> <br />I <br />I <br />I <br /> <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br /> <br />
