I
I
I
I
I
:1
I
I
I
I
I
I
I
I
I
I
I
I
I

City of Ramsey - Tower
April 19, 2000
Page 2

a Transfer of Development Rights (TDR) ordinance, and an orderly annexation agreement. Other model
ordinances developed by Biko Associates for this project include: a natural resource protection overlay
district, and on-site septic ordinance, a stormwater control ordinance, a set of ordinances for traditional
village development and the development of new neighborhoods within the urban growth boundary, and
~een building ordinances.

t~'ashington County, Minnesota, Purchase of Development Rights Ordinance and Program, 1999.
Biko Associates worked with a citizen's committee to develop a draft PDR ordinance and program for
this metropolitan area county for the protection of agricultural land and natural areas in the face of urban
sprawl. The ordinance has been adopted and further development of the program has been funded by the
County Board.

City of N° rth Branch, MN, Comprehensive P/an and draft Zoning Ordinance, 1997. Biko Associates
worked with the City of North Branch, MN to develop its first comprehensive plan. The City had
recently merged with the surrounding townshis. The resulting plan included: an urban services area to
maximize existing investment in utilities; an a~icultural protection district; a cluster overlay district; and
definitions for the competing downtown and lfighway commercial areas. Based on the comprehensive
plan, Biko Associates also completed a draft zoning ordinance.

I am very interested in working with the City of Ramsey to review the current tower ordinance for legal
sufficiency and accuracy, and to update the ordinance to incorporate changes that may include: restricting
the zones in which towers are allowed; or creating a tower overlay district with strict performance and
design standards. The redraft would start with a meeting with the Planning Commission, City Council,
and staffto discuss concerns, priorities, options and direction. A draft ordinance would be submitted for
review and comment. A final ordinance, incorporating comments, would l~e submitted for a public
hearing and adoption.

My hourly rate is $85.00 per hour, and I estimate spending between 20 to 40 hours on the redraft,
depending on the direction chosen at the initial meeting.

I would be pleased to answer any questions you may have or meet with the Planning Commission. Feel
free to call me at my direct line, 612-588-4900. '

Sincerely,

eman, Principal

eno.: resume

323
