Avenue and Jasper Street as a measure to deter vandalism, which has been occurring in the area. The existing policy states that priority street lighting locations shall be limited to intersections at State, County and medal City streets. City Engineer Jankowski presented a map, which indicates the streets that have been identified as being eligible for priority lights. The common characteristics of these roads is that they typical speed traveled is 50 to 55 mph. Jasper Street is not one of the designated streets eligible for 'priority lights. The Public Works Committee suggested that some provision be considered for allowing flexibility in the policy in order to address locations that may be problem areas, which could be benefited by street lighting. The Committee recommended that a public hearing be held on this issue and that a notice of the hearing be sent to residents in the proximity of the requested streetlight. The Council discussed if it would be necessary to hold a public hearing prior to inStalling the street light and the consensus was no. Motion by Mayor Gamec, seconded by Councilmember Hendriksen, to install a street light at the intersection of 1664 Avenue and Jasper Street. Motion carried. Voting Yes: Mayor Gamec, Councilmembers Hendriksen, Anderson, Connolly, and Zimmerman. Voting No: None. 2) Consider Selection of Engineer to Coordinate Water Utility Projects and Design Well House and Connecting Watermains Councilmember Zimmerman stated that requests for proposals were sent to three engineering consultants, and responses were received by all three. Staff recommended a preference for Bolton and Men_k, Inc. The Public Works Committee recommended that staff negotiate with Bolton and Menk to establish an acceptable budget for performing the service. Motion by Councilmember Anderson, seconded by Councilmember Connolly, to ratify the recommendation of the Public Works Committee. Motion carried. Voting Yes: Mayor Garnet, Councilmembers Anderson, Connolly, Hendriksen, and Zimmerman. Voting No: None. 3) Review and Update City Municipal State Aid Systems (MSAS) Councitmember Zimmerman stated that the City Engineer reviewed the background and status of the City's Municipal State Aid System (MSAS) from which the City currently receives $614,790 annually for the construction and maintenance of the City's arterial and collector street systems. A portion of the funding is based upon the cost of bringing the designated system up to certain State Aid standards.
