Avenue and Jasper Street as a measure to deter vandalism, which has been occurring in the area. <br />The existing policy states that priority street lighting locations shall be limited to intersections at <br />State, County and medal City streets. City Engineer Jankowski presented a map, which <br />indicates the streets that have been identified as being eligible for priority lights. The common <br />characteristics of these roads is that they typical speed traveled is 50 to 55 mph. Jasper Street is <br />not one of the designated streets eligible for 'priority lights. The Public Works Committee <br />suggested that some provision be considered for allowing flexibility in the policy in order to <br />address locations that may be problem areas, which could be benefited by street lighting. The <br />Committee recommended that a public hearing be held on this issue and that a notice of the <br />hearing be sent to residents in the proximity of the requested streetlight. <br /> <br />The Council discussed if it would be necessary to hold a public hearing prior to inStalling the <br />street light and the consensus was no. <br /> <br />Motion by Mayor Gamec, seconded by Councilmember Hendriksen, to install a street light at the <br />intersection of 1664 Avenue and Jasper Street. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Hendriksen, Anderson, Connolly, <br />and Zimmerman. Voting No: None. <br /> <br />2) <br /> <br />Consider Selection of Engineer to Coordinate Water Utility Projects and Design <br />Well House and Connecting Watermains <br /> <br />Councilmember Zimmerman stated that requests for proposals were sent to three engineering <br />consultants, and responses were received by all three. Staff recommended a preference for <br />Bolton and Men_k, Inc. The Public Works Committee recommended that staff negotiate with <br />Bolton and Menk to establish an acceptable budget for performing the service. <br /> <br />Motion by Councilmember Anderson, seconded by Councilmember Connolly, to ratify the <br />recommendation of the Public Works Committee. <br /> <br />Motion carried. Voting Yes: Mayor Garnet, Councilmembers Anderson, Connolly, Hendriksen, <br />and Zimmerman. Voting No: None. <br /> <br />3) Review and Update City Municipal State Aid Systems (MSAS) <br /> <br />Councitmember Zimmerman stated that the City Engineer reviewed the background and status of <br />the City's Municipal State Aid System (MSAS) from which the City currently receives $614,790 <br />annually for the construction and maintenance of the City's arterial and collector street systems. <br />A portion of the funding is based upon the cost of bringing the designated system up to certain <br />State Aid standards.
