DUAL PART-TIME PUBLIC SAFETY AIDS <br /> By: David Gustafson, Police Chief <br /> <br />PC CASE #~.~ <br /> <br />Background: <br /> <br />Laurie Swadner has served as the Police Department's paid, part-time Public Safety Aide for <br />nearly three years. Her primary objective has been building a network of Neighborhood Watch <br />groups throughout the City. The number of active groups is 18, with four additional groups <br />requesting initial start-up meetings. <br /> <br />Ms. Swadner has informed me that she intends to begin full-time college classes in June of this <br />year, which will allow her far less time to devote to her position with the Police Department. <br />She has been working an average of 20 hours per week, but cannot continue this same schedule <br />once classes begin. <br /> <br />Chandra Kreyer has served as a Volunteer Public Safety Aide with the Ramsey Police <br />Department for more than two years. During this time, she has assisted Ms. 8wadner with <br />projects which include the Kid Care ID and Fingerprint Program at the Ramsey Elementary <br />School, a new design for the Police. Department's web page, and attending crime watch <br />meetings. Ms. Kreyer has akeady attended the required certification classes, which make her <br />eligible to give official neighborhood watch presentations. Her regular job is coincidental to the <br />regular school year, which would allow her to work the hours that Ms. Swadner could not. It is <br />anticipated that the two could jointly provide a reliable 20 hours per week of paid service so as to <br />be able to continue the Neighborhood Watch Program through the summer, in addition to <br />staffing the Lions Club Annual Picnic in June, and the National Night Out in August. <br /> <br />Recommendation: <br /> <br />Staff is recommending that the part-time, paid Public Safety Aide position be posted internally <br />and filled based on interest of current employees and Ms. Kreyer and that the total hours worked <br />not exceed 20 hours per week. Ms. Swadner's current rate of pay is $12.79 per hour (Step 2). <br />Step one pay for that position would be $11.92.
