I <br /> I <br /> I <br /> I <br />,I <br /> I <br /> <br />'1 <br /> I <br /> I <br /> I <br /> I <br /> I <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br />Review Letter: Valley View Preliminary Plat <br />March 30, 2000 <br />Page 2 of 3 <br /> <br />Resubdivision Plan: The draft Comprehensive Plan dated 12/31/99 proposes that the property <br />remain permanent rural and continue to be subject to the 4 in 40 zoning restrictions. Subdivisions <br />in the Rural Service Area are not required to submit a resubdivision plan to reflect ultimate <br />resubdivison plans when sewer and water are available. <br /> <br />Access: Lots 1, 2 and 3 will be served by a cul-de-sac extension of I78th Lane NW. This cul~de- <br />sac does not exceed the 600-foot maximum length restriction. Lot 4 has an existing access onto <br />Green Valley Road. The application has been forwarded to the Anoka County Highway <br />'Department for review. In verbal conversations with County Staff, we know that at a minimum <br />they will be requesting an additional 27-feet of right-of-way along County Road #63 (Green Valley <br />Road) and the dedication of right of access to the County, except for the existing driveway. <br /> <br />Soils: The soils on the property primarily consist of Heyden and Dalbo soil groups which are class <br />one (1) soils. <br /> <br />Wetlands: There are wetlands on the property that have been delineated as drainage easements. A <br />certified wetland delineation report has been completed2 Dimensions need to be added to the plat <br />such that the easement locations can be located relative to the property comers. <br /> <br />Utilities: This plat is in tke rural district and all lots will be served by on-site sewer and water. <br /> <br />Utility Easements: The standard drainage and utility easements have been provided around the <br />perimeter of each of the lots. <br /> <br />Grading and Drainage: Plans shall be prepared and submitted for the grading and paving of 178th <br />Lane between Vanadium street and tlae cul-de-sac. Drainage from this roadway shall be directed to <br />the low area identified as Outlets A and B of Rodeo Hills Estates. The proposed lowest floor <br />elevations are identified on the preliminary plat and are based upon the 100-year flood elevations of <br />Ford Brook. The lowest floor elevations may be higher than those stated on the preliminary plat, <br />and likely ~will conform to the adjacent topography. <br /> <br />Stormwater Management Fee: The City has a stormwater management fee of $366.00 per unit <br />that will be collected on the two (2) vacant lots (2 and 3) and the let just recently developed (1). <br /> <br />Park Dedication: The Park Commission will review the Preliminary Plat at their regular meeting <br />in April. It is anticipated that the park dedication fees will consist of cash,'in the mount of $I,200 <br />dollar per lot, instead ofland for the three (3) newly created lots. <br /> <br />Park Trail ~evelopment Fee: The City has enacted a trail fee at a rate of $300 per new lot that <br />will also be collected for three (3) lots. <br /> <br /> <br />
