PURPOSE. <br /> <br />The purpose of this Article Is to establish an outline of the procedure to be employed <br />in the City of Andover for considering improvements originating either through petition, <br />or Council initiative. This Article also provides an outline of developer responsibility <br />and guarantees. <br /> <br />SECTION 2. INTENT <br /> <br />It is the intent of the Andover City Counoll to consider public improvements only.once <br />during each calendar year, except as otherwise provided in this policy. <br /> <br />Subd. A. Justification <br /> <br />1.) <br /> <br />The location of Andover in the metropolitan area and the projected <br />growth patterns, will result in a change from a basically rural to an urban <br />character..It is necessary and advisable that this transaction occur in an <br />orderly process. An orderly process must be of prime concern to ensure <br />that proper planning, safety, financial consideration, citizen participation <br />and reorganization of change is ascomplished and understood. <br /> <br />2.) <br /> <br />This policy is not intended as a vehicle to impair growth and <br />development; rather it is to assure that the growth and development, <br />where it occurs, will be in an orderly manner utilizing proper planning <br />and sound fiscal management. <br /> <br />SECTION 3. PROCEDURE <br /> <br />Subd. A. Preliminary Plat <br /> <br />Submittal. A proposed prelimlna, ry plat for urban residential <br />development shall be submitted to the City for review by the Andover <br />Review Committee in accordance with Ordinance Ne. 10, S~ction 7.02. <br />Urban plats of twenty (20) or more lots must be submitted on or before <br />July 1 of each year to develop in the following year. Urban plats of less <br />than twenty (20) lots that are considered by the City Council as <br />developments within the current MUSA'may be accepted after said date <br />provided the plat is approved In accordance with Subd.
