Steve Jankowski
Engineer
City of Ramsey
15153 Nowthen Blvd NW
Ramsey, MN 55303-6140

Dear Steve:

We have had a chance to read through the ROW Ordinance proposed for the City of
Ramsey. It appears to follow the LMC Model pretty closely, but we do have a few
concerns and they are as follows:

:1
I
I
:1

I
I
I

Sec. 410.04 Registration, Bonding and Right-of-way Occupancy
Bonding-With regard to the work being done by Reliant Energy Minnegasco, will
the City consider a multi-year continuing bond as opposed to a project bond?
Administratively, the project bond can be quite onerous.
Sec. 410.07 Registration Information
Subd 1. c A certificate of insurance or self insurance.
Reliant Energy Minnegasco is self-insured and we carry an umbrella for
the extended coverage above our own. Will all registrants be required to
add the City to their coverage or can there be a waiver for the large
registrants?
Sec. 410.32 Abandoned and Unusable Equipment
Reliant Energy Minnegasco has been installing and abandoning facilities in place
on its distribution system for over 100 years. Removing buried facilities can be
quite expensive and extend the time necessary to complete a project. Our hope is
the City will use its waiver ability for most projects not in congested areas.

Finally, the ROW Ordinance refers to many different types of fees, have any fees been
established for permits for obstructions, excavations, disruption, and for registration?

Steve, we have no specific objections to any parts of the Ordinance, other than the above
questions. I do appreciate the City of Ramsey allowing the additional time for Reliant
Energy Minnegasco to review the Ordinance. Thanks for working with us and I look
forward to working with the City in the future.

Sincerely,

'l

Arne Hendrickson
Program Manager
Local Government Relations

'1
