'1 <br /> <br />I <br />I <br />'1 <br />I <br />I <br />I <br />,I <br />I <br />! <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> <br />CASE <br /> <br />REVISIT REQUEST FOR PRELIMINARY PLAT APPROVAL OF VALLEY VIEW; <br />CASE OF PHILIP JOHNSON <br /> By: Megan Barnett, Community Development Assistant <br /> <br />Background: <br /> <br />Philip Johnson appeared before the Planning Commission on April 4, 2000 requesting preliminary <br />plat approval to plat two (2) existing homes on 38.7 acres in the rural residential district into four <br />(4) single family lots. Mr. Johnson originally purchased the property from his father-in-law, <br />Wayne Davis, the owner of Green Valley Greenhouse. Mr. Johnson recently sold his home on <br />what is shown as Lot 4 to his cousin and built a new home on what is proposed as Lot 1; his <br />brother-in-law, Wayne Davis's son, would like to build his home on Lot 2. The issue of whether or not 178th Avenue N.W. should be extended to the <br />westerly limits of Mr. Johnson's plat to facilitate future development to the west was discussed. <br />The City Council reviewed and sent the preliminary plat back to the Planning Commission with a <br />request to verify whether or not provisions should be made for the future extension of 178th Avenue <br />to the west based upon a reasonable development plan for the adjacent parcel to the west. <br /> <br />Staff met with the applicant and adjacent landowner to the west on Monday, May i, 2000 to <br />conduct another site inspection. Staff found that a majority of the land to the west contained <br />marginal soils and if the land was ever going to develop, access could be gained from Green Valley <br />Road. The adjacent landowner also commented that in wet years it is possible to float a canoe <br />north of the County ditch, so even if there is a piece of high ground large enough for a building pad, <br />access to it would be underwater in wet years. <br /> <br />The Planning Commission reviewed the Preliminary Plat again on Tuesday, May 2, 2000.
