I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br />CASE <br /> <br />AUTHORIZE OFFERS FOR EASEMENTS REQUIRED <br />FOR IP//99-07 HIGHWAY 10 DRAINAGE PROJECT <br />By: Steve Jankowski, City Engineer <br /> <br />Background: <br /> <br />On April 11, 2000, the City Council ordered preparation of plans and specifications associated <br />with the construction of a storm sewer to service the area known as Mississippi Subdrainage <br />District No. I. Plans and specifications have proceeded to the point that the permanent and <br />temporary easements for this project have been identified. Attached to this case are offers for <br />each of the seven parcels over which easements are necessary for the construction of this project. <br />The permanent easements were valued at $1.25 per square foot for permanent easement and <br />$0.275 per square foot for temporary easement. The basis for these valuations and <br />.determinations of each parcel value is attached. The-total cost for the easements has been <br />identified as $78,936.79. This compares to $51,000,00 identified in the feasibility study. <br /> <br />Recommendations: <br /> <br />Staff is recommending that authorization be given to make an offer to the property owners to <br />purchase the necessary easements in the amount listed on the attachment. <br /> <br />Council Action: <br /> <br />Motion to approve easement, award amounts, and authorize offers to the property owners in <br />those amounts. <br /> <br />- and - <br /> <br />Motion to authorize the City Attorney to initiate eminent domain proceeding to acquire parcels <br />not acquired by June 1, 2000. <br /> <br />Reviewed by: <br /> <br />City Engineer <br />City Administrator <br />City Attorney <br />Director of Public Works <br /> <br />CC: 05/09/00 <br /> <br /> <br />
