Staff also requests that the cul-de-sa6 be re-named to 140t~ Avenue NW, the <br />northerly private street be re-named to 140t~ Lane NW and the southerly private road be <br />re-named to 140~' Avenue NW. <br /> <br />Traffic Generation Analysis: The latest revision of a traffic analysis was prepared by <br />Mr. James Johnson of Hakanson, Anderson and Associates, dated April 4, 2000. Since <br />that time, the proposed apartment units have been converted to 36 townhome units. The <br />traffic generation estimates have been revised downward in view of this change. The <br />analysis would now show 756 daily trips (down from 1606 in the April 4, 2000 analysis, <br />with 59 additional peak morning hour trips (down from 125) and 77 new peak evening <br />hour trips (down from 157). <br /> <br />Street Lights: The Developer should make arrangements with Connexus to install the <br />streetlights and send the utility hills to the homeowners association. The City Engineer <br />should be provided with a copy of the street light layout for incorporation into the City <br />street light map. <br /> <br />Grading and Drainaee: The grading and drainage plan has been presented on sheet 2 of <br />3 prepared by John Oliver and Associates. It is proposed that the townhome development <br />be graded such that drainage transmits from the center of the site to the east and west. <br />Storm sewers are provided on the east and west sides of the development conveying <br />runoff to two storm water detention ponds located along the DNR Protected Wetland. <br />The southerly pond drains to the northerly pond which outlets into the wetland. There is <br />an outlet from the DNR protected wetland, which discharges to the Rum River. <br /> <br />This plan is generally acceptable with the following observations. <br /> 1. A permit from the Lower Rum River Water Management Organization needs <br /> to be obtained. Calculations will need to be submitted verifying the adequacy <br /> of the ponding for water quality treatment. <br /> 2. Greater detail needs to be provided for the grading between the northern <br /> property line and lots 10 through 16. It is my recommendation that storm <br /> sewer be provided at the back of these lots to avoid the need for draining <br /> between the residential units. There is minimal grade in this .... To <br /> accommodate drainage. <br /> 3. The storm sewer system shall be a private system maintained by the <br /> appropriate owner associations. <br /> <br /> <br />
