Commissioner Dempsey inquired as to what the proposed time table is to come in with a plan for
the apartments.

Mr. Bulow replied that his assumption is that they would make application this fall.

Commissioner'Dempsey stated thai one issue in regards to traffic is with the apartments, and the
Commission needs to continue addressing that issue. He stated that he is not satisfied with the
traffic flow in conjunction with the entrance along C.R. #116 and suggested that staff lobby a
position with the County to force what the City feels would bean appropriate access.

Mr. Bulow replied that he would prefer to have a full access intersection, but explained the
concerns of the county regarding the full access.

Commissioner Dempsey inquired if the site plan is approved would it lock the City into
committing to a specific type of access along C.R. #116 or could they revisit the issue at a later
date.

Community Development Director Frolik replied that the C.R. #116 access could be revisited as
part of the site plan for the apartments.

City Engineer Jankowski noted that the County has control over C.R. #116 and could put a
divided median all the way down that would prevent a full-access intersection.

Mr. Bulow stated that he would prefer a full access to the site and would be willing to work with
the City on approaching the County regarding the issue.

Commissioner Nixt staled that he did not want to move forward with the rezoning until he is
comfortable with the plat.

Jim Johnson, Hakanson Anderson, stated that staff has proceeded with the guidelines received
from County, but noted staff and will not get a definite answer until there is a plan presented to
the County.

Chairperson Anderson inquired if the apartment site is adequate for sale.

Mr. Bulow replied that an access from C.R. #116 and Barium Street would make the site
adequate to make it a saleable property. He stated that if Commission would like to see changes
to the site plan he would like those recommendations and then work with staffto make sure those
changes are accomplished and then move forward to the Council to get their recommendation.

Commissioner Jensen replied that the issue should be brought back to the Planning Commission
with alternatives for them to review.

Mr. Bulow requested that the Commission forward their recommendation to the Council.

Planning Commission/March 20, 2000
