The Cify Code requires a site plan review for the quadhomes; no site plan review is required for <br />detached townhomes and twinhomes. However, the City recaptures the oppommity to review <br />development aspects relating to the townhomes and twinhomes such as architectural standards, <br />off-street parking, structure setbacks, landscaping, etc., as part of the rezoning process. <br /> <br />On March 6, the Commission continued the request for preliminary plat approval to a special <br />meeting on March 20, along with the request for rezoaing. On March 20, the Commission tabled <br />both cases and requested that the Developer explore other options for the street layout. <br /> <br />On March 28, the developer attended a City Council Work session to obtain their input to the <br />street layout options prior to going back to the Planning Commission. The Council discussion <br />also focused on the density and the developer was asked to attend the next Council work session <br />to resume discussion of density and street layout. <br /> <br />On April 4, the Planning Commission reviewed the four proposed street layouts and selected the <br />option stubbing in a cul-de-sac from Dysprosium, not extending Argon and Barium from the <br />north into the plat, and all interior streets being private. The Planning Commission <br />recommended approval of rezoning and preliminary plat. <br /> <br />On April 25, 2000, the. City Council reviewed the proposed preliminary plat and rezoning and <br />tabled action so that there could be further discussions on the density of the southerly portion of <br />the development at the next City Council Work session. <br /> <br />On May 2, 2000, Mr. Bulow attended a City Council work session where the consensus was to <br />eliminate the apartment outlot and develop all the property with townhomes. <br /> <br />On May 3 2000, Mr. Bulow informed the Planning Commission on the change from apartment <br />complexes to the lower density twin home development. The Commission was in favor of this <br />change. <br /> <br />On May t2, 2000, Mr. Butow submiited revised Preliminary Plats and Site plans that proposed to <br />replace the apartment complex with quad-townhome unitS. <br /> <br />Recommendation: <br /> <br />City Staff. and the Planning Commission recommend approval of the Preliminary Plat for <br />Mallard Ponds contingent upon compliance with City Staff review letter dated May 18, 2000. <br /> <br />Council Action: <br /> <br />Motion to Approve/deny the preliminary plat of Mallard Pond contingent upon compliance with <br />City Staff review letter dated May 18, 2000. <br /> <br /> <br />
