City Engineer Jankowski replied that he will 1se discussing the-MSA system with the Public <br />Works Cornmi~ee, but noted that the City received a letter stating that speed bumps are not <br />appropriate on MSA streets. He explained that the City needs to look at a plan to make the entire <br />street more pedestrian fifiendly, but that it will take several elements. <br /> <br />Ms. Ellingson inquired if Mr. Bulow plans to build an apartment complex and then sell it, how <br />,Mll the resident be assured that the apartments will not become a low income complex. <br /> <br />Chairperson Anderson inquired if the residents were inferring that the water table problem might <br />be increased because of the proposed development. <br /> <br />Ms. Ellingson replied that it is their concern because Dysprosium Street floods easy. <br /> <br />City Engineer JankoWski stated that he is not aware of any flooding problems on Dysprosium <br />Street and would like what segment of Dysprosium Street the residents are referring to and under <br />what conditions. <br /> <br />Valerie Hailer, 14111 Dysprosium Street, Ramsey, explained that the. flooding on Dysprosium <br />Street happens after a heavy thunderstorm. <br /> <br />Jennifer ?, 142nd Avenue NW, Ramsey, questioned what is going to happen with the intersection <br />of 142~d Avenue and T.H. #47. <br /> <br />City Engineer Jankowski explained that the City has proposed to construct a median at the <br />intersection that would allow for left tums from T.H. #47 onto 142~a Avenue but no left tums <br />from i42~a Avenue onto T.H. #47. <br /> <br />Jennifer ?, 142~d Avenue NW, Ramsey stated that cars speed-up Argon to.get 142nd Avenue and <br />that the City is not solving any problems by adding more people to area. She feels that the area <br />should be left the way it is and leave the wetlands the way they are. She objects to the <br />development all together. Opening up Barium Street increases more traffic into that area which <br />is where her daycare is located which makes an unsafe environment for her children. <br /> <br />Lori Byers, 14010 Dysprosium Street, Rarnsey, inquired if the development will increase or <br />decrease the value of their homes. <br /> <br />Community Development Director Frolik explained that with the townhome development on <br />Sunfish Lake Boulevard, the adjacent homes have not experienced any value change because of <br />the development. <br /> <br />Ms. Byers inquired if residents are required to obtain a permit to construct a fence on their <br />property. <br /> <br />Planning Commission/March 20, 2000 <br /> Page 5 of 15 <br /> <br />I <br /> <br /> <br />
