I CASE # q <br /> <br /> SELECTION OF CONSULTANT TO REVIEW CITY ORDINANCE ON <br />I PERSONAL COMMUNICATION TOWERS <br /> By: Community Development Director Sylvia Frolik <br /> <br />Background: <br /> <br />Due to the recent Conditional Use Permit application by US West Wireless to construct a 180 <br />foot personal communication tower in the Rural Residential District, the City Council directed <br />the Planning Commission to review the City's current ordinance. <br /> <br /> I <br /> I <br />'1 <br /> I <br /> I <br /> I <br /> <br />Observations: <br /> <br />The Planning Commission has looked at the ordinance and the primary concerns regarding <br />towers are appropriate locations and heights, especially in residential districts. <br /> <br />The Planning Commission has recommended that the City Council allocate funds to engage the <br />services of a consultant to analyze the City's current tower ordinance, make recommendations <br />for any amendments deemed appropriate, and research the feasibility of predetermining <br />appropriate lower zones or locations. <br /> <br />Staff has obtained four quotes for an analysis of Ramsey's tower ordinance to include <br />researching the legality of prescribing locations for towers, identifying, those locations, and <br />drafting any ordinance amendments deemed necessary. The quotes are enclosed and <br />summarized below: <br /> <br />a) McCombs Frank Roos Associates, Inc. $3,400.00 <br />b) Biko Associates, Inc. $3,400.00 <br />c) Dahlgren, Shardlow, and Uban, Inc. $4,000-$7,000 <br />d) CompComm $2,000-$18,000 <br /> <br />CompComm has significant experience with personal communication tower ordinances and their <br />cost proposal for a simple ordinance review is competitive with the proposals received from <br />McCombs Frank Roos and Biko Assoicates. However, CompComm is based out of New Jersey <br />and the City would be responsible for any and all travel costs associated with a face-to-face <br />meeting with the consultants. Even one such meeting will quickly drive up the cost of their <br />proposal. McCombs Frank Ro°s Associates and Biko Associates are the next lowest bidders. A <br />representative of McCombs Frank Roos has contacted staff on 2 different occasions since the <br />submittal of their proposal and seems anxious to work on this project. <br /> <br />Recommendation: <br /> <br />City Staff recommends awarding the project to McCombs Frank Roos Associates. <br /> <br /> <br />
