Norman, City Administrator <br /> <br />Background: <br /> <br />Beginning in September 1999, the City Managers of four cities, including Ramsey, met to <br />discuss the formation of a collaborative effort for improvements along the Highway gl 0 corridor. <br />The objectives of the Collaborative effort was to bring stake holders together for the planning of <br />expansion for the T.H. #10 and contributing roadways from the southern boundary of Coon <br />Rapids through Elk River by the year 2005. The suggested work plan included drafting support <br />resolutions for the improvements to T.H. #10 from a variety of political jurisdictions, secure <br />resolution support for a Mississippi River crossing in the City of Ramsey, secure supporting <br />petition from legislative and congressional delegation that encourages MnDOT and the <br />Metropolitan Council to include the T.H. gl 0 expansion project in future transportation system <br />plans and funding commitments, and work with key legislative and congressional staff to ensure <br />the proposed project is a priority project in the respective transportation plans. <br /> <br />The original cities of Ramsey, Andover, Anoka, and Coon Rapids have since been joined by the <br />City of Elk River and Anoka County during the formation stages of the Highway gl0 Corridor <br />Coalition. It has been noted that similar coalitions have experienced successes in transportation <br />improvements for 35W, Highway #100, and Highway #610, among others. A joint powers <br />agreement was drafted and changes have been made which would be acceptable to all of the <br />entities that are currently participating in the dialog. It is anticipated that other jurisdictions such <br />as Blaine, Dayton, Maple Grove, and Hennepin County will be asked to join at some time in the <br />future. <br /> <br />Operational costs of the organization would be shared by a formula developed in the joint <br />powers agreement. The organization would seek grant funding to pay for the major corridor <br />studies, rather than funding from the member political entities.
