The applicant would like to construct future additions including a 1,000 square <br />foot showroom/office, another 5,000 square foot shop area, and possibly several self- <br />service storage units. <br /> <br />The facility would also include customer and employee parking that is not proposed to be <br />paved. The business would be accessed through an existing dirt driveway off of'lB1st <br />Ave. (County Road #22). <br /> <br />The hours of operation proposed are 6:00am to 6:00pm. Mr. Barrett currently has three <br />(3) employees and would like to expand to as many as ten (10). Approximately 3 times <br />per week, truck deliveries would occur on the subject property. <br /> <br />The Building Official conducted an inspection of the structure to verify building code <br />compliance for the type of use proposed. The applicant will need to install ventilation <br />consisting of 15 cubic feet per minute of outside air per occupant and provide both male <br />and female restroom facilities when employees exceed four (4). The applicant must also <br />protect the roof framing by 1-hour assembly as determined by a registered architect and <br />install an automatic fire sprinkler system or construct a concrete wall that would divide <br />the existing 5,000 square foot pole building in half. <br /> <br />Mr. Menard has informed the City'that he would like to continue operating his <br />commercial business from his homestead. To do so Mr. Menard must be able to screen <br />his vehicles and equipment to a degree of 75%, or park them indoors. He would not be <br />allowed to have any employees or clients come to his home. <br /> <br />An illegal business was established in a significantly sized non-conforming building. <br />Since 1990, it has been the City's policy to not accept applications for businesses to be <br />operated out of garages and accessory buildings in the residential districts. However, the <br />City Attorney has advised that in this case, the conditional use permit process would <br />provide the City with the oppommity to guide this parcel back to a residential use or <br />establish some parameters if a commercial use is allowed to continue. <br /> <br />The proposed site plan has been forwarded to Anoka County Highway Department for <br />their review and comment. <br /> <br />The Planning Commission conducted a public hearing on May 2, 2000; a resident was <br />present expressing concern with the intensity of Mr. Barrett's business and his future <br />expansion plans. <br /> <br />Recommendation: <br /> <br />Staff can find no evidence that a building permit was issued for the pole building. Item <br />34 of the findings should be amended accordingly. <br /> <br />The Planning Commission recommended denial of the request for conditional use permit. <br />Their proposed findings of fact to support denial are enclosed.
