I <br /> I <br /> I <br />'1 <br /> I <br />I <br />/I <br /> I <br /> I <br /> i <br /> I <br /> I <br /> I <br /> I <br /> <br />PC CASE <br /> <br />AUTHORIZATION TO MEET WITH CONSULTANTS <br />TO ADDRESS CITY STAFFING NEEDS <br /> Rhonda Heryla, Human Resources Manager, <br /> and Klm Moore-Sykes, Assistant City Administrator <br /> <br />Background: <br />As the City of Ramsey continues to grow and struggles to keep up with the increase in <br />citizenry and new development, there will be increasing service demands and <br />expectations placed on City Hall and its employees by residents. In reviewing the current <br />situation, staff feels the City needs to plan for its future and work on defining external <br />and internal expectations (present and future) of the City and staff. As previously <br />mentioned, growth and change require additional and/or different skill levels of the City's <br />workforce. In recent months there has been a flurry of activity to meet the challenge of <br />providing levels of service expected by residents, which often translates into a need for <br />increased staff and timesaving technology. <br /> <br />Previously, an organizational analysis was completed for the City of Ramsey by Labor <br />Relations Associates, Inc., as a way to get at some of these issues and to assist the City in <br />planning for future expectations. Staff reviewed the resultant analysis and it was <br />determined that the report was inadequate in that it solely addressed the City's current <br />staffing situation and that it also lacked vision. It did not provide an assessment of the <br />City's present situation or what the corresponding future organizational requirements <br />would be. In addition, the analysis reacted largely on a department by department basis, <br />thereby ignoring existing working relationships between departments and gaps in service <br />coverage and workflow as a whole. <br /> <br />At a recent meeting for public sector human resource managers, staff heard a presentation <br />addressing future organizational needs by Rod Kelsey of Riley, Dettman & Kelsey, a <br />staffing and organizational needs consulting firm. In his presentation, Mr. Kelsey talked <br />about future issues and concerns for organizations in attracting, recruiting, hiring and <br />maintaining staffing levels. Mr. Kelsey also discussed how other factors, such as present <br />and future service provision expectations by an organization's clients, quickly changing <br />trends in office technology and innovative compensation offerings are also impacting an <br />organization's ability to meet its staffing needs. <br /> <br />In contacting Mr. Kelsey to answer follow-up questions, he offered to meet with City <br />department heads and supervisory staff from all City departments, at no cost to the City, <br />to discuss key issues and how these key issues are impacting what's not working <br />organizationally for the.City. Based on the information he gets from staff, Mr. Kelsey <br />will submit a report for Council review. The provision of this report in no way obligates <br />the City to continue with further consultations with Mr. Kelsey or his firm. <br /> <br /> <br />
