Councilmember introduced the following resolution and moved for its adoption: RESOLUTION #00-06- (PC 00-010) A RESOLUTION ADOPTING FINDING OF FACT #06__ RELATING TO A REQUEST FOR A CONDITIONAL USE PERMIT TO ALLOW THREE (3) COWS AND TWO (2) SHEEP ON THE PROPERTY LOCATED AT 17151 BAUGH STREET NW; WHEREAS, the City of Ramsey received an application from Jeffrey Sigler for a conditional use permit to maintain three (3) cows and two (2) sheep on the property generally 'known as 17151 Baugh Street NW. and legally described as follows: That part of the Northwest Quarter of Northeast Quarter, Section 7, Township 32, Range 25, lying southwesterly of southwesterly right of way line of Anoka County Highway plat number 33 and lying southerly, the southerly north half of side quarter quarter, except road subject to easement of record. (the "Subject Property"). NOW THEREFORE, BE IT RESOLVED BY THIS CITY COUNCIL OF THE CITY OF RAMSEY, ANOKA COUNTY, STATE OF MINNESOTA that the findings of fact relating to the request are determined to be as follows: That the applicant did not appeared before the Ramsey Planning Commission for a public hearing pursuant to Section 9.03.04 of the City Code on June 6, 2000, and that said public hearing was properly advertised and that the minutes of said public hearing are hereby incorporated as a part of these f'mdings by reference. That Section 5.09.01 (Keeping of Certain Animals, Livestock and Poultry) states a person must apply for a conditional use permit to maintain two (2) cows, pigs, or goats on parcel's three (3) to than twenty (20) acres in size. 3. That the Subject Property is zoned R-I(R) Single Family Rural Residential. 4. That all adjacent properties are also zoned R-1 (R) Single Family Rural Residential; 5. That the Subject Property is approximately 10.27 acres in size. 6. That the Applicant is proposing to maintain three (3) cows and two (2) sheep on the Subject Property. 7. That the Applicant currently has five (5) horses on the property and this is a legal use in accordance with Section 5.09.05 of Ramsey City Code. 8. That there is a 1,200 square foot barn and a 5,100 square foot riding arena on the subject property to house the farm animals. That the Applicant has submitted a site plan that identifies an eight (8) acre pasture area for the horses, cattle, and sheep. 134 I I I I, I I I I I I I I I I I I I
