I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br />'1 <br /> <br />,I <br /> I <br /> <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br />CASE # <br /> <br />INTRODUCE SIDEWALK ORDINANCE <br />By: Mark Boos, Parks/Utilities Supervisor <br /> <br />Background: <br /> <br />On March 14, 2000, City Council received a proposed Sidewalk Ordinance forwarded by both <br />the Park and Recreation and Planning Commissions. Upon discussion, Council directed that the <br />commissions revisit the proposed ordinance. The Commissions conducted a joint meeting in <br />April and also created a committee to further the examination. After two committee meetings, <br />the Planning Commission conducted a Public Hearing on the resulting draft ordinance. <br />Following the Public Hearing, both the Park and Recreation Commission and Planning <br />Commission recommended City Council adopt the revised Sidewalk Ordinance that is attached <br />for your consideration. The substantial changes from the last draft are: <br /> <br />l. The sidewalk width is standardized at 5', and the material is concrete. [Previously the <br /> width was 8' and the construction either bituminous or concrete_]. <br /> <br />A maintenance section has been added which declares that any maintaince would be <br />dealt with as part of the annual budget.[The Public nuisance section of City Code <br />indicates that snow remaining on a sidewalk 12 hours after the snow event can be declared a <br />nuisance affecting public safety.] <br /> <br />Observations: <br /> <br />The purpose of this Ordinance amendment at this time is to assist with design and approval of <br />urban residential subdivisions until all of Subdivision 9 of City Code can be revised to reflect an <br />approved Comprehensive Plan. This Ordinance is consistent with the Comprehensive Plan <br />submitted to Metropolitan Council, and address at least one of the goals in the plan by providing <br />pedestrian connections to community facilities. <br /> <br />This proposed ordinance has been discussed for many months by both commissions and has been <br />the subject of two public hearings. In addition, the Park and Recreation Commission specifically <br />requested comment from developers doing business in Ramsey.
