WHEREAS, the purpose of the State Legislature in establishing City Development Districts, is to promote new development in areas of a City that are already built up in order to provide employment opportunities, to improve the tax base, and to improve the general economy of the State; and WHEREAS, Minn. Stat. §469.124, in order to accomplish said statute's purpose, authorizes cities, amongst other things, to develop a program for improving a Development District of the City to provide impetus for commercial development, to increase employment, to provide off-street parking to serve the shoppers and employees of the district to provide open space relief within the District, to protect pedestrians from vehicle traffic and inclement weather; and WHEREAS, Minn: Stat. §469.124 further declares that the actions to assist the implementation of the above development programs authorized by said statute are a public purpose and that the execution and financing of these programs are a public purpose; and WHEREAS, the City, pursuant to Minn. Stat. §469.126, has the authority to acquire land by eminent domain within its Development Districts in order to carry out the Development Program; and WHEREAS, the City has authority to acquire real property for public purposes by eminent domain pursuant to Minn. Stat. Chapter 1 I7 and pursuant to its City Charter; and WHEREAS, the City has the fight to acquire the real property prior to the filing of an award by the Court appointed commissioners, pursuant to Minn. Stat. §1 t7.011 and §117.042; and WHEREAS, the City finds and declares that it is in the public interest to acquire title to and possession of the real property prior to the filing of an award by the Court appointed commissioners; and WHEREAS, the Anoka County PIN's for the various parcels are as follows: 28-32-25-21-0012 28-32-25-12-0006 27-32-25-34-0007 27-32-25-34-0002 27-32-25-34-0001 27-32-25-34-0012 AND WHEREAS, the property owner of the Subject Property has been identified by the City as follows: L. W. and Diana M. Makens NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF RAMSEY, ANOKA COUNTY, STATE OF MINNESOTA, as follows: 1.
