I <br />I <br /> <br /> I <br /> I <br /> I <br /> I <br />I <br />I <br />I <br /> <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br />Case #1Sa: <br /> <br />Proposed Ordinance to establish Maintenance Requirements for Individual <br />Sewage Disposal Systems <br /> <br />City Attorney Goodrich stated that one of the outstanding issues relating to Met Council <br />determination of completeness of Ramsey's draft Comprehensive Plan is a managed maintenance <br />program for individual sewage treatment systems (ISTS) in accordance with Minnesota Rule <br />7080. Specifically, it is being requested that the City update the sewage disposal ordinance to <br />require monitoring of all ISTS every three years and notifying homeowners of the requirement. <br />Mr. Goodrich and the Community Development Director studied the Minnesota Rule 7080 and it <br />appears that there are two issues the City is dealing with: maintenance assessment and <br />compliance inspections. Compliance Inspections are required for new construction, replacement <br />or repairs of ISTS and at point of sale of property containing an ISTS. These compliance <br />inspections must be performed by a certified inspector. The City currently has this requirement <br />in City Code and is administering it accordingly. Rule 7080 also requires that ISTS have a <br />maintenance assessment every three years and these can be performed by the homeowner. <br />Consequently, staff has drafted an ordinance amendment that will establish that maintenance <br />assessments of ISTS are required at least every three years and an annual reminder of this <br />requirement will be published in the City newsletter. In addition, the City currently requires <br />pumpers to submit a list of addresses where the ISTS have been pumped and that information is <br />maintained in the computer and the property files. The proposed ordinance would affirm the <br />pumping records procedure. <br /> <br />Councilmember Hendriksen noted that this is the least stringent interpretation of state rules that <br />the City Council can reasonably support. <br /> <br />Motion by Councilmember Connolly, seconded by Councilmember Anderson, to introduce <br />ordinance #00- establishing maintenance assessments for individual sewage treatment <br />systems. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Connolly, and Hendriksen. <br />Voting No: Councilmember Anderson. <br /> <br />175 <br /> <br /> <br />
