Case #2: Update on Implementation of Storm Drainage Utility <br /> <br />Staff reported that there are a number of commerciaI, industrial parcels which would need to be <br />analyzed for the determination of the appropriate storm water utility charge and recommended <br />the delay in implementing the charges during the second quarter. This would mean a loss of <br />approximately $87,500 in revenue for fiscal year 2000. It was the direction of the Committee, <br />however, that the second quarter billing for the storm water utility be implemented with a <br />notation on those properties for which the proper charge had not been determined that they will <br />receive a bill for this quarter during the third quarter of 2000. <br /> <br />Action: <br /> <br />Motion to ratify the recommendation of the Committee. <br /> <br />Case #4: Update on Rademacher/T.H. #47 Access Issue <br /> <br />With the construction of T.H. #47 proceeding, staff presented a proposal to the Committee, <br />which would involve several parcels located along the southeast comer of T.H. #47 and 153rd <br />Avenue. This proposal would have a number of benefits to all parties concerned and to the <br />general public which would include the following: <br /> <br /> Remove any potential for access to T.H. #47 from three parcels by providing a single ingress <br /> access only. <br /> Providing access from the neighborhood to the signalized intersection at 153rd Avenue. <br />· Meet the needs of the Ramsey Medical Clinic, which wishes to expand eastward and perhaps <br /> settle the current condemnation action. <br />· Provide land needed for the resolution of the drainage problem being experienced in the <br /> Willow Ridge subdivision. <br /> <br />The Committee had a number of concerns with the proposal and suggested that the action be <br />delayed so that they would have an opportunity to meet with the property owners to discuss the <br />proposal further. This issue is to be revisited at the reconvened Public Works Committee on <br />Tuesday, June 27. <br /> <br />Case #5: Update on 153/155 Project Land Acquisition <br /> <br />Staff reported that there are four parcels remaining to be acquired for the project. Parcel #2 is <br />owned by Mr. Jeff Schroeder and has an appraised value of $100. Previously the Council <br />authorized an offer of $500 be made to Mr. Schroeder. Staff has followed through on this offer <br />and has heard no response from Mr. Schroeder. Parcel #3 is owned by Mr. Thomas AueI. The <br />property has been appraised at $4,400. We had previously extended an increased offer of $6,000 <br />to Mr. Auel. Mr. Auel has counter-offered for the parcel at a price of $6,500. The Committee <br />has recommended acceptance of Mr. Auel's offer. Parcel #7 is owned by Lowell Vasseur. The <br />City has offered Mr. Vasseur $54,200 for the 45-acre parcel of which most is wetlands. Staff is <br />awaiting response from Mr. Vasseur. Parcel #4 is the partial taking of the Volkman property. <br />This parcel has been appraised and offered for sale at $40,248. At the time of the meeting, the <br /> <br /> <br />
