I <br /> <br /> I <br />'1 <br /> I <br /> I <br /> <br />Minnesota Department of Transportation <br /> <br />Metropolitan Division <br />Waters Edge <br />1500 West County Road B2 <br />Roseville, MN 55113 <br /> <br />May 17, 2000 <br /> <br />Mr. Steve Jankowski <br />Ramsey City Engineer <br />15153 Nowthen Blvd., NW <br />Ramsey, MN 55303 <br /> <br />651-582-1370 <br /> <br />TH 47 Access South of 153rd Ave. in the City of Ramsey <br /> <br />I <br /> <br />Dear Mr. Jankowski, <br /> <br />I <br />I <br /> <br />Mn/DOT has reviewed the City's request for access on TH 47 for the 3 parcels located on the east <br />side of TH 47, south of 153ra Ave. The current construction project will remove the existing <br />access to Bill's Superette (Parcel 1) and rebuild the existing access to Parcel 3 as shown on the <br />attached sketch. Although Mn/DOT would prefer that all access for the three parcels be removed <br />from TH 47, we also understand the position of the property owners and the City. <br /> <br />Based on our review Mn/DOT would agree to allow a single right-in-access only for all three <br />parcels provide that access control is provided along the remaining TH 47 frontage for all three <br />parcels. This access point must be at least 600' south of 153rd and 600' north of Barium. This <br />places the access somewhere between the north and south border of Parcel 3. <br /> <br />If the City and landowners wish to pursue this access, modifications could be made to the existing <br />construction project to eliminate the existing access reconstruction on Parcel 3 and provide the <br />access in the selected location. This change in the construction would probably require a <br />modification to the proposed retaining wall. The City would need to prepare a design for <br />Mn/DOT's approval which showed the new entrance and estimated costs. The City could then <br />incorporate that access construction into the TH 47 project in lieu of the entrance shown in the <br />existing construction plan. <br /> <br />A requirement for allowing this access would be that the right-of-access be dedicated to the State <br />of Minnesota for all three Parcels except at the location of the right-in-only access. The City <br />proposed that right-of-access be dedicated for the two parcels and that through the site review and <br />approval process, access would be prevented for Parcel 3. This does not solve the problem that <br />Parcel 3 currently has an access on TH 47 that must be replaced during the current construction <br />project. Mn/DOT does not have the authority to eliminate this access at this time, therefore, all <br />three parcels must be addressed together to proceed with the access as proposed. <br /> <br />An equal opportunity employer 213 <br /> <br /> <br />
