I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br />'1 <br /> I <br /> I <br /> I <br /> I <br /> <br />CASE # <br /> <br /> REQUEST FOR A MUSIC FESTIVAL LICENSE; <br />CASE OF DIAMONDS SPORTS BAR AND GRILL, INC. <br />By: Jo Thieling, Deputy City Clerk <br /> <br />Background: <br /> <br />In accordance with City Code provisions, the owners of the Diamonds Sports Bar and Grill <br />(Gary Gruber and Richard Boushek) have applied for a music festival license for an outdoor <br />concert to be held on August 19, 2000, fi:om 2:00 p.m. to 9:30 p.m. <br /> <br />Notification: <br /> <br />The issuance of a music festival license does not require a public hearing. However, City staff <br />did attempt to mail notice of the application to adjacent property owners and approximately one- <br />half of the Alpaca Estates neighborhood to the west. <br /> <br />Observations: <br /> <br />The music festival proposal estimates that 3,000 persons will attend the event. The event will be <br />held within the perimeter fencing of the current softball fields. Part of that area will be used to <br />accommodate sanitary facilities, entertainment stage, food and beverage concessions, and <br />medical facilities. The remainder of that area will be used for off-street parking. The parking <br />will be handled by the Ramsey Lions Club. <br /> <br />Because the event will be adjacent to T.H. #10, staff contacted MnDOT. Dan Rowe of MnDOT <br />Permits Division indicates that no special permit is required for this outdoor concert. Mr. Rowe <br />noted that the local police department has the authority to implement any traffic control <br />necessary on Highway #10. The license has been drafted to require the applicants to pay for <br />police presence on the day of the event. <br /> <br />Staff contacted Kellie at the State's Division of Alcohol and Gambling Enforcement. Kellie <br />stated that State law requires that the area in which liquor will be served has to be fenced and the <br />insurance policy covering the liquor sales must state in writing that the outdoor sales of liquor is <br />covered.
