COMMISSION BUSINESS: <br /> <br />Case #1: Appoint Chair and Vice-Chair for Commission <br /> <br />Motion by Commissioner Vogt and seconded by Commissioner Childs to appoint Keith Kiefer to <br />the seat of Chairperson for the year 2000. <br /> <br />Further discussion: Commissioner Kiefer stated he would accept the appointment, however, he <br />felt that it may be a better idea to wait until there is more representation of Charter members <br />(four were absent). <br /> <br />Motion and second withdrawn. <br /> <br />Motion by Commissioner Vogt and seconded by Commissioner Childs to appoint Keith Kiefer <br />as temporary Chair - for tonight's meeting. <br /> <br />Motion carried. Voting Yes: Commissioner Vogt, Childs, Henke, Kiefer and Rosenow. Voting <br />No: None. Absent: Commissioners Donovan, LaMere, Netzloff and Spain-Brist. <br /> <br />Case #2: <br /> <br />Consider Revisions to Chapter 6 Administration of City Affairs, Section 6.3 <br />of the City Charter Creating the Separate Position of City Administrator and <br />City Clerk <br /> <br />Assistant City Administrator Moore-Sykes explained that the current Charter states that the <br />Clerk-Administrator is the chief administrative officer for the Council. This position was <br />responsible for the administrative matters of the City under the direction and guidance of the <br />City Council. The Administrator-Clerk was also responsible for licensing, conducting City <br />elections, preparing minutes and agendas and managing City records and documents.' Ms. <br />Moore-Sykes pointed out that the City has changed significantly since it was first incorporated <br />and the Charter adopted. As a result, the original responsibilities assigned to the Clerk- <br />Administrator position were no longer reflective of the expectations that the City Council had of <br />the Clerk-Administrator. The City Council created the position of Deputy City Clerk in 1997 to <br />better reflect the duties of then Recording Secretary Jo Thieling which were administering <br />elections, executing ordinances and resolutions, keeping minutes and preparing and sending out <br />agendas, etc. Since then, licensing has also been added to the list of duties. In October 1999, the <br />City Council directed that Deputy City Clerk Thieling be reclassified to City Clerk, recognizing <br />that responsibilities and expectations have continued to change for both the Administrator and <br />City Clerk positions. Staff is recommending that the Charter Commission recommend approval <br />of revisions to Chapter 6 of the Charter, which would separate the two positions of City <br />Administrator and City Clerk. This would allow the duties previously described as those of the <br />City Clerk and assigned to the Administrator-Clerk to be completely assigned to the newly <br />separated City Clerk position. <br /> <br />Commissioner Childs asked that the duties for the two positions be spelled out for the <br />Commission and that it be brought back at a later date for a decision. <br /> <br />Charter Commission - July 6, 2000 <br /> Page 2 of 4 <br /> <br /> I <br /> I <br /> I <br />I <br />I <br />I <br />I <br />I <br /> <br /> <br />
