CASE # <br /> <br /> REQUEST FOR AN INTERIM USE PERMIT FOR A <br />TEMPORARY OFFICE STRUCTURE; CASE OF AMCOR PRECAST <br />By: Megan Wald, Community Development Assistant <br /> <br />Background: <br /> <br />The City issued an interim use permit on November 28, 1999 and then again on December 18, 1997 <br />until June 1, 1999 to Amcor Precast located at 6640 Industry Avenue NW for the utilization of a 24' <br />x 60' modular office structure. Amcor Precast requested an interim use permit to complete their <br />assessment of space aeeds and possibly developing the site as a permanent location. Amcor Precast <br />is requesting another 2-year interim use permit to continue utilizing a temporary office structure on <br />their property. <br /> <br />The following items are enclosed for your review: <br /> <br />a) <br />b) <br />c) <br />d) <br />e) <br /> <br />Site location map <br />Site plan <br />Draft Planning Commission Meeting Minutes dated 7-10-00 <br />Proposed Findings of Fact <br />Proposed Interim Use Permit <br /> <br />Observations: <br /> <br />The applicants are requesting another interim use permit to utilize the modular office structure for <br />an additional 2-year period. Amcor is currently going through a budget process and fmali:fing design <br />plans for permanent structures to be constructed on the parcel in the years 2001-2003. Miller <br />Architect is currently designing a manufacturing facility, office building, and future manufacturing <br />addition. <br /> <br />Amcor is looking into the possibility of receiving TIF assistance from the City. If Amcor would <br />receive TIF assistance, then they would most likely be able to build both the manufacturing and <br />office facility in the year 2001. In the event that TIF assistance is not available, Amcor would phase <br />their project over a 3-year period. <br /> <br />The City has previously granted permits for temporary structures in the commercial and industrial <br />areas to facilitate redevelopment, growth or relocation. Waste Management's permit for a temporary <br />office structure was issued to be in effect as long as it took for their final vertical expansion (3 years <br />with 4 six-month extensions available). Listul's permit was granted for a one-year period while they <br />developed plans to expand or relocate in Ramsey; they received a one-year extension. <br /> <br />The Planning Commission held a Public Heating on July 7, 2000. The Planning Commission <br />recommended approving a l-year Interim Use Permit instead of a 2-year Interim Use Permit as <br />requested by the applicant.
