Ci~ Planner Rasmussen stated R. eilley Estates Parmership is requesting a rezoning of property <br />proposed to be platted into single family urban residential lots. The property is approximately 75 <br />acres in size. 'Fac Comprehensive Plan amendment initiated by Ramsey in 1993 arid approved <br />by Memo Council [n 1995 placed the subject property in the Metropolitan Urban Service Area <br />(M-USA) for residential development with urban services. The adjacent parcels to the north, east <br />and west and on the south side of 153rd Avenue iWW are also in the M-USA and zoned rural <br />residential. The surrounding properties were developed prior to being included .in the M-USA <br />and consist of the larger, rural lots served by on-site well and septic. The current Comprehensive <br />Plan targets t.kis area for residential development with urban services. The Applicant has <br />provided a general development plan documenting their intent to develop the property with <br />single family urban lots. Approval of the rezoning would be based on the cun'ent <br />Comprehensive Plan and the Applicant's intent to develop the property with single family <br />residential lots. The plat design including lot sizes, density, tree preservation, street layouts, <br />gTading and da-alnage plans, sewer/water/storm sewer plans, etc. are all subject to the current <br />regulations for the R-t Urban Residential District and Chapter 14 of the City Charter. <br /> <br />Citizen Input <br /> <br />Chairperson A~nderson noted that the request before the Planning Commission is to rezone the <br />property., from R-1 Rural Residential to R-I Urban Residential not to approve any pint at this <br />time. He explained t~hat City. Code requires a developer to submit a concept plan when <br />requesting a rezoning of properc/. <br /> <br />Victor Lurid, Attorney representing iKeilly Estates, stated that he is present on behalf of Reilley <br />Estates since the developer was unable to attend. <br /> <br />Kerry. Manuel, 15668 Juniper P.J. dge Drive NW, Ramsey, stated that the surrounding neighbors <br />have formed a ~oup and he is acting as their spokesperson. He explained that when they bought <br />their prope,wy they were told the land was going to be developed in one acre lots and that is the <br />reason many of the residents made the decision to build their homes within the development. <br />Mr. Manuel requested on behalf of the neighborhood group that the Planning Commission table <br />action at this time to allow for their attorney' to address their concerns with the City's attorney. <br /> <br />Chair-person ,amderson noted that Mr. Manuel presented the Commission with a copy of a memo <br />from Dom Law Firm, LTD, dated December 1, 1998. <br /> <br />Steve Simonson, 5155 1564 Lane NW, Ramsey, stated that Mr. Miller is aware of the feelings of <br />the residents and suggested that it would be in the best interest of the City to accept a plan that is <br />in line with the Comprehensive Plan. <br /> <br />Curt Marshall, 15520 Ute Street, Ramsey, explained that when he purchased his home he <br />questioned the City as to what was planned for the land in question and he was told by the City <br />that the land would be developed into one acre lots.
