Demos Kelly, 4740 154~h Lane NW, P-,arnsey, stated that the first proposal the residents were <br />presented with in 1998 had 26.3 homes in the area including townhomes. Traffic w/Il be ar,, issue <br />with the development. He explained that everyone bought their land and built their homes with. <br />the understanding the entire development wouId de developed into one-acre lots. Mr. Kelly <br />stated that he understands the opinion of the met council and the need for kigher density, <br />development, but th/nks the townhomes should be placed closer to T.H. g47. <br /> <br />Chairperson Anderson noted that R.-I Urban Residential does not allow tow'nhomes or multi- <br />family dwellings, but would allow for a much more dense single family development than <br />currently ex/ts. <br /> <br />John Westrum, 15660 Juniper Ridge Drive, Ramsey, stated that he will have four neighbors <br />adjoining his property and he only owns one acre. He explained that when he purchased his <br />property the home was under construction, and Ma'. Miller stopped by several times and <br />discussed the plans of the development at that time and expressed that it was critical that he not <br />change the plans of his house so it would fit in with the neighborhood. Mr. Westrum questioned <br />if the City is running out of acreage to build on and why the developer is proposing to develop <br />the land at a kigher density. <br /> <br />Jeff Garanet, 5150 156~ Lane, Ramsey, stated that a lot of neighbors have mentioned that Mr. <br />Miller indicated that the land would be developed into one acre lots and given plats indicating <br />tg~e same. He explained that when they were building their homes, an architectural commirtee <br />was formed that governed how the homes would be constructed at that time. If they were <br />required to adhere to guidelines, the developer should have to do the same. The City of R-a_msey <br />should require that the developer adhere to what was proposed to the residents. <br /> <br />Mx. Manuel explained that the group was put together to protect the interests of the residents and <br />requested that the item be tabled to allow the attorneys more time to review the issues. <br /> <br />John Lichter, 15558 Juniper Ridge, Ramsey, stated that the notices that were sent to the residents <br />were unreadable and it makes it difficult for the residents to respond to a proposal when they do <br />not know ail of the information. <br /> <br />Chairperson A_nderson explained that the developer is required to submit a concept plan, but the <br />action before the Comm/ssion is not to approve the concept plan but to address the rezoning <br />issue. <br /> <br />Mr. Lichrer stated that if the notice is inadequate, how do they expect residents to respond. The <br />plan presented 18 months ago indicated it would increase traffic by 2,400 daily trips and the new <br />concept plan would increase traffic by approximately 1,750 daily trips.
