That the surrounding adjacent properties to the west, north and east and the property on the <br />south side of 153~d Avenue N.W. are also zoned R-1 Rural Residential and are also in the <br />M'USA. <br /> <br />7. That the surrounding properties were developed prior to being included in the MU'SA at rural <br /> residential standards with one acre and larger lot sizes. <br /> <br />That Section 9.20.03 of the Ramsey City Code states that the intent of the R-1 Rural <br />Residential District is to accommodate single-family dwelling units on land outside the <br />Urban Service Area. <br /> <br />That Section 9.20.03 of the Ramsey City Code states that the intent of the R-I Urban <br />Residential D/strict is to accommodate single-family dwelling un/ts on land inside the Urban <br />Service Area. <br /> <br />10. That the Subject Property was included in the Metropolitan Urban Service Area by a <br /> Comprehensive Plan amendment approved by the Ramsey City Council on November 9, <br /> 1993 (Resolution #93-11-268) and the Metropolitan Council on January i2, 1995. <br /> <br />11. That the proposed rezoning is in compliance with the Comprehensive Plan. <br /> <br />12. That the Applicant has provided the City with a concept or general development plan dated <br /> received by the City on May I5, 2000, reflecting the Applicant's intent to develop the <br /> Subject Property. with single family residential lots that will be served by sanitary sewer and <br /> municipal water, but said plan is not in conformance with the City's current performance <br /> standards for single family urban development. <br /> <br />13. That the proposed zoning amendment will not substantially adversely impair the use or <br /> market value of any surrounding property. <br /> <br />14. That the proposed zoning amendment will not change the essential character of the area, <br /> which is residential. <br /> <br />15. That the intersection of 153~d Avenue N.W. and T.H. #47 is being significantly improved by <br /> signalization and charmelization and as improved, the Highway 47 corridor is capable of <br /> accommodating, in a safe manner, the additional traffic to be generated by the rezoned <br /> property. <br /> <br />The motion for the adoption of the foregoing resolution was duly seconded by Councilmember <br /> ~ and upon vote being taken thereon, the following voted in favor thereof: <br /> <br />and the following voted against the same: <br /> <br />RESOLUTION #00-07- <br /> <br /> <br />
