Voting No: None. <br /> <br />Case #10: <br /> <br />Request for Site Plan Review of Quadhomes at Mallard Ponds; Case of <br />Bulow, Inc. <br /> <br />Community Development Director Frotik stated that Chris Bulow, of Bulow, Inc. has applied for <br />site plan review for a quadhome.development to be located on Block 2 of the proposed Mallard <br />Ponds subdivision. The plat is generally located at the northeast intersection of County Roads <br />#57 and #I 16. The City Council recently introduced an ordinance to rezone the property from B- <br />I and B-2 Business to Planned Unit Development (PUD) to facilitate development of the area <br />with a combination of detached townhomes, twinhomes, and quadhomes. City Code establishes <br />that multiple family structures of three or more units are subject to a site plan review. Therefore, <br />Mr. Bulow has applied for site plan approval of the quadhome portion of the development. The <br />proposal is for nine quadhome structures for a total of 36 units. The multifamily units are bi- <br />level, one and two bedroom townhomes with unfinished basements. Each unit will have a <br />minimum of 888 square feet of finished living space. The exteriors of the structures are <br />proposed to consist of maintenance free siding and asphalt shingles. Three of the four units in <br />each quadhome have a double garage and the fourth unit will have a single car garage. Off-street <br />parking is also provided on paved driveways to each unit and there are nine additional off-street <br />parking spaces provided within two nodes along the private road. Public access will be provided <br />from a cul-de-sac extension off of Dysprosium Street NSV and a right-in/right-out on C.R. #I 16. <br />The interior streets will be developed as private roads. The City Engineer has recommended a <br />minimum pavement width of 24 feet and that the proposed surmountable concrete curb be <br />replaced with B-612 type. The development agreement will require that parking be restricted to <br />one side of the private street. Typically, single family residential neighborhoods are required to <br />plan one tree for every dwelling unit. Both the detached townhomes and the twinhomes in the <br />northerly portion of the plat indicate one tree per dwelling unit. The quadhomes show one tree <br />for every two units. Staff recommended that the landscape plan be modified to incorporate 18 <br />additional deciduous trees distributed throughout the common areas of the entire plat. <br /> <br />Motion by Councilmember Cormolly, seconded by Councilmember Hendriksen, to approve the <br />site plan of the quadhomes at Mallard Ponds contingent upon compliance with the City Staff <br />review letter dated June 8, 2000. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Connolly, Hendriksen, and <br />Anderson.
