54 <br /> <br />Councilmember Hendriksen replied that the bulletin board runs for a lot of the time on both <br />Channel 15 and 16. He suggested that the. fifth whereas should include a statement that they <br />would make their broadcast facilities available in order to rebroadcast their meetings. <br /> <br />Mayor Gamec inquired if Anoka County would become a part of the QCTV Commission. <br /> <br />Councilmember Hendriksen replied no. <br /> <br />Councilmember Hendriksen suggested that staff should revise the resolution with the appropriate <br />wording and forward it. <br /> <br />Motion by Mayor Gamec, seconded by Councilmember Hendriksen, to adopt Resolution #00-06- <br />151 requesting that the Anoka County consider electronically record and play back or televise the <br />regular scheduled Anoka County Board meetings. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Hendriksen, Anderson, and <br />Connolly. VotingNo: None. <br /> <br />Councilmember Hendriksen gave a brief background on the status of the cable franchise. He <br />explained that back in March 1999, the franchise expired and the QCTV Commission entered <br />into a stand still agreement while additional negotiations continued. Media One came back with <br />an offer of $600,000, which was not acceptable, so the QCTV Commission contracted with River <br />Oaks to do an analysis and they came back with an estimate of 3.5 million which is line with <br />what other commissions have acquired in the metro area. As an aside there are three additional <br />cable companies that have deposited $50,000 each to be the primary or secondary cable company <br />in the area. The QCTV Commission will be making presentations and some decisions will be <br />made regarding the Media One franchise at their next meeting. They anticipate that the Ramsey <br />City Council will receive a presentation from Terry O'Connell and their attorney regarding the <br />status of the franchise at their July 25tt' City Council meeting and the Council should be prepared <br />to accept or deny QCTV's recommendation. <br /> <br />Case #15a: <br /> <br />Proposed Ordinance to establish Maintenance Requirements for Individual <br />Sewage Disposal Systems <br /> <br />City Attorney Goodrich stated that one of the outstanding issues relating to Met Council <br />determination of completeness of Ramsey's draft: Comprehensive Plan is a managed maintenance <br />program for individual sewage treatment systems (ISTS) in accordance with Minnesota Rule <br />7080. Specifically, it is being requested that the City update the sewage disposal ordinance to <br />require monitoring of all ISTS every three years and notifying homeowners of the requirement. <br />Mr. Goodrich and the Community, Development Director studied the Minnesota Rule 7080 and it <br />appears that there are two issues the City is dealing with: maintenance assessment and <br />compliance inspections. Compliance Inspections are required for new construction, replacement <br />or repairs of ISTS and at point of sale of property containing an rSTS.
