Notice of Request for Proposals <br /> <br /> Youth Enrichment Grants <br /> <br /> Minnesota Amateur Sports Commission <br />Minnesota Department of Children, Families & Learning <br /> <br />Grants to Design, Furnish, Equip, Renovate, Replace or Construct <br />Parks and Recreation Facilities, School Facilities and <br /> Soccer Fields and Athletic Facilities <br /> <br />Local units of government are invited to submit proposals to the Minnesota Department of <br />Children, Families & Learning (CFL), Division of Management Assistance for grants to <br />design, furnish, equip, renovate, replace, or construct parks and recreation facilities including <br />soccer fields and school facilities to provide youth, with preference for youth in grades four <br />through eight, with regular enrichment activities during nonschool hours, including after <br />school, evenings, weekends and school vacation periods and that will provide equal access and <br />programming for all children. (Laws of Minnesota, Chapter 492, Article 1, Section 5, subd. <br />7.(See Appendix A.) Note: This is a one-time program of the legislature and there is no <br />assurance that the program will continue in future years. <br /> <br />All facilities must be owned by, and construction contracts let by, a political subdivision (e.g. <br />city, county, or school district). The buildings may be leased to nonprofit community <br />organizations. Copies of any proposed lease of the facilities by a political subdivision to a <br />nonprofit service provider must be included in proposal documentation. Proposals written in <br />collaboration with nonprofit programs are encouraged. All construction contracts must comply <br />with uniform municipal contracting laws. <br /> <br />Enrichment programs include academic enrichment, homework assistance, computer and <br />technology use, arts and cultural activities, clubs, school-to-work and work force development, <br />athletic, and recreational activities. Grants must be used to expand the number of children <br />participating in enrichment programs or improve the quality or range of program offerings. <br />The facilities must be fully available for programming sponsored by nonprofit and community <br />groups serving youth, or school, county or city programs, for maximum hours after school, <br />evenings, weekends, summer and other school vacation periods. <br /> <br />Priority must be given to proposals that demonstrate collaboration among private, nonprofit and <br />public agencies, including regional entities dealing with at-risk youth, and community and <br />parent organizations in arranging for programming, staffing, transportation, and equipment. <br /> <br />Priority must be given to school attendance areas with high concentrations of children eligible <br />for free or reduced school lunch and to government units demonstrating a commitment to <br />collaborative youth efforts. <br /> 3 <br /> <br />67 <br /> <br /> <br />
