Chief Kapler replied yes, we did. <br />Planning Manager Miller reported that a lot of townhomes we have share water utilities. <br />Marketing Manager Darren Lazan arrived — 6:40 p.m. <br />Ms. Miller continued talking about the different types of townhomes in Ramsey. <br />Councilmember Look, to Councilmember Elvig, stated you are in favor of licensing so we know <br />which units are rental — he asked why that was important. <br />Councilmember Elvig stated it's more of the economics we have now — a right to know that <br />someone is watching over that - people moving and renting out their space. Just because it's a <br />single family — maybe there is more than one family living there — or roommates. It's good to <br />know how many units one is renting out. <br />Councilmember Look stated he struggles with the distinction of rental property. We have <br />families who have other family members living with them. Today's code is different from <br />yesterday's code. He stated he does understand what Councilmember Elvig is saying — every <br />house has missing smoke detectors, etc. be it rental or privately owned. <br />Councilmember Elvig stated there's a big difference between having your family in there or <br />renting out a room for a profit. If I am profiting and it's not up to Code — that's a problem. <br />Mayor Ramsey stated he is not at all in favor of single - family homes to have inspections. <br />However, he would not be opposed to someone calling and asking for an inspection. <br />Ms. Miller stated they can complain to the State, they send it down to the local authority, and we <br />can inspect for that — and get paid for it. <br />Councilmember McGlone stated that the people who are moving in and renting are big people — <br />the "government ain't their daddy" He stated he has 14 brothers and sisters and 100 nieces and <br />nephews and if they want to come and visit him for a year — too bad. Once this body adopts an <br />ordinance, a lot more laws kick in. He talked about how you cannot force someone to pay rent if <br />one little thing is wrong. He added that he is opposed to inspecting single family and town <br />homes — only apartment buildings should be inspected. <br />Mayor Ramsey agreed — no permits — no licenses. <br />Ms. Miller asked about those townhomes with shared utilities. <br />Mayor Ramsey stated if they have a separate PIN, that's how we will divide it up. <br />Councilmember Look asked how about the house that's being converted to rental — Mayor <br />Ramsey and Councilmember McGlone stated no. <br />City Council Work Session / August 31, 2010 <br />Page 3 of 7 <br />
