CC Regular Session <br />Date: 02/22/2011 <br />By: Tim Himmer <br />Engineering/Public Works <br />Title: <br />Consider change order for engineering services related to City project #08 -21; water tower #3 <br />Background: <br />Council awarded a contract for engineering services on water tower #3 to Progressive Consulting Engineers (PCE), <br />in an amount not to exceed $169,330, on April 22, 2008. During implementation of the project the tower location <br />moved twice. Initially it was to be located in Elmcrest Park, but due to poor soil conditions an alternative location <br />was investigated, chosen, and acquired. This move occurred during production of the preliminary design report, <br />and water distribution modeling, site analysis, and report updates were required, resulting in an amended scope with <br />an increased budget of $5,000. Following final approval of the project and award of a construction contract the <br />tower moved again within the newly acquired site, for which a change order was processed and approved by <br />Council on July 28, 2009. At that time PCE requested an additional $5,000 for further revisions to the plans, but <br />staff recommended delaying such action until the project was closer to completion to see if cost savings could be <br />realized throughout the construction process. The project is now substantially complete, and while some savings <br />were realized PCE has requested additional compensation in the amount of $2,700 to cover revisions associated <br />with the tower relocation. The 2 scope revisions outlined above results in a total contract increase in the amount of <br />$7,700. <br />Observations: <br />At the time of approval of this project Council provided the Director of Public Works with authority to <br />process change orders up to a maximum of $15,000. These scope revisions have been approved at staff level, but <br />are being advanced to Council for formal processing. <br />The original contracted construction project was approved in the amount of $3,188,400, and with change orders has <br />increased to a final cost of $3,225,553. The approved change orders are as follows: <br />1. $22,877 for relocation of the tower on the newly acquired site (approved by Council on July 28, 2009) <br />2. $940 for minor electrical revisions (magnetic door switch relocation & additional outlet on mezzanine level) <br />3. $13,336 for paving revisions to the access drive and road into Elmcrest Park <br />Recommendation: <br />Staff recommends approval of a change order to the PCE contract in the amount of $7,700 for required project <br />revisions outside of the original scope.
