CC Special Session <br />Date: 02/22/2011 <br />By: Tim Himmer <br />Engineering/Public Works <br />Information <br />Item #: 4. 1. <br />Title: <br />Consider Acquisition of Property Located along the West Side of Armstrong Boulevard, between 149th Lane NW <br />and 150th Lane NW (PID #20- 32 -25 -44 -0003) <br />Background: <br />In work session on February 8, 2011 staff discussed a design constraint associated with City project #11 -21; <br />Armstrong and Bunker Lake Boulevard intersection improvements. This project includes additional <br />infrastructure to support the Legacy Christian Academy development and other improvements as directed by the <br />Council. Final plans are being prepared and the Council directed trail segment along Armstrong Boulevard, from <br />Bunker Lake Boulevard to Alpine Drive, has presented some design concerns. There is limited space at the south <br />end of the project limits to fit this trail within the existing right -of -way, which would require the purchase of <br />additional land and /or easements. An existing temporary construction easement across the property, as <br />identified by PID #20- 32 -25 -44 -0003, would need to be converted to a permanent easement and /or acquired to allow <br />construction of this trail segment. <br />Staff met with the property owners to discuss this potential acquisition, and they were open to negotiations but they <br />wanted to understand the long term use of their property and whether the City would consider purchasing the entire <br />parcel. <br />Observations: <br />If the property owner is unwilling to sell the trail easement there would not be enough space to include <br />the Armstrong Boulevard trail segment in the scope of improvements for the intersection signalization project, and <br />it would need to be pursued in the future. Staff has compiled information related to this potential acquisition and <br />identified several potential uses for this property, which will be presented in closed session. Staff is looking <br />for direction from the Council on whether they are interested in purchasing the required trail easement along the <br />eastern boundary of the property and /or acquisition of the entire parcel. <br />Funding Source: <br />Implementation of the overall signalization project is part of the COR Regional Roadway Improvements and was <br />included in the CIP, with GO Bonding identified as the funding source. These improvements are expected to be <br />funded through future land sales, MSA revenue bonds, utility funds, and special assessment bonds.
