City of Ranasey
June 30, 2000

continues that encroachment. The Southwest corner of the existing building also encroaches on
the setback. TNs project should be directed to the Board of Adjustment for a var/anco.

Landscaping: The only landscaping noted on the plan appears to be the addition of 15
"evergreens". If t~hese are to be salvaged as voltmteers from the existing stand the applicant
should be advised ~aat scotch pine are a relatively short lived tree and the large number of same
species planting does not provide good disease prevention strategy. The building addition must
have some foundation landscaping in order to receive landscape pian approval. Mark Boos Parks
and Utilities Supervisor may be consulted for assistance in this matter at 763-427-8254

Screening: The subject parcel need not provide screening as it is surrounded by properties zoned
Business:

Waste Storage: The plan proposes a dumpster on the side of the proposed addition. The trash
enclosure will need to be enclosed and fully screened. The building materials Mll aced to match
those being used for the proposed addition.' The site plan should be modiSed to include the
dumpster screening materials.

Off-Street Parking and Driveways - Design: The plan shows that the existing driveway and
off-street parking area is paved. The proposed driveway (for training and delivery purposes) to
t~he addition w/Il be surfaced with bituminous pavement, but not £mished w/th B-6/12 concrete
curbing. Staff is recommending that the development permit require the installation of B-6/12
concrete curbing around the perimeter of all blacktop.

Off-Street Parking - Spaces Required: Boilermakers currently has 29 customer parking spaces
and they are proposing to add I more for a total of 30 parking spaces. City Code requires 34 for
ti'tis site. However, the existLng parking is underutilized and staff finds that 30 parking spaces
adequately meets the needs.

Architectural Standards: The proposed addition does not exceed the 35-foot height limit.'
Exterior walls are proposed to consist of a combinat/on of brick, painted concrete block; rock. face
concrete block, cedar plywood and asphalt skingles. The use of the cedar siding in the proposed
addition would be consistent with the existing building, but it does deviate from city code and
requires council approval. Staff is also recommending the use of integrally color treated concrete
block versus painted block.

Drainage, Grading and Erosion Control: The new addition will create approximately 3,600
square feet of additional paving between the building addition and new driveway. The drainage
from the new building will be r. he front and rear of the addition and be largely absorbed in turfed
md wooded areas. The ~vewaY will drain northwardly to the wooded area and southeasterly to
the existing parking lot. It is recommended that a curb be placed along the northeasterly edge of
the driveway to prevent erosion and drainage onto the adjacent parcel which is located only ~ve

-206-

I
!
I
I
I
!
I
I
I
I
