Case #7: Request for Site Plan Review; Case of Chalich Trucking Com_mun/ty Development Assistant Wold stated that the Ci~ of Ramsey has received a request for site plan review from Chalich Trucking. The plan proposes to construct an office building west of,Armstrong Boulevard and south of i46' Avenue, on Lot 1, Block 1 of Hauser Addition. Chalich Trucking currently has a truck terminal located across the street from the proposed office building at 8049 - 1464 Avenue. The facility, is proposed to be 1,568 square feet in size. Th.is complies with the 35% building coverage restrict/on and all setback requirements. In accordance with City. Code a sufficient number of off-street parking spaces are provided and all traveled surfaces of the lot will be paved with bituminous and finished with B-612 concrete curb. The parcel is approximately 2. I4 acres in size; the applicant is proposing a total building and bituminous pavement coverage of 6% or 5,600 square feet. Chalich Trucking will establish a yard around the office building and paved area by installing sod. The remaining area Mil continue to remain in its current natural state. The exterior finish on the building is proposed to be a tan vinyl s/ding with decorative brick on the east wall. The vinyl siding deviates from the B-3 Highway Business District requirements and will require City Council approval. She noted that in 1986, the applicant received City approval for the construction of the truck terminal across the street. The approval required the applicant to apply brick facades on the south and east sides of the building. The applicant has not constructed the required e~erior brick facades. The Planning Commission may want to consider recommending to the City Council that the applicant construct the required brick facades on their terminal facility in conjunction with site plan approval of their office building. The proposed landscaping plan is rain/real and staff is requesting several modifications. City Attorney Goodrich suggested requiring an escrow to verify that the brick facade is completed. Joe and Cheri Cook, 8049 146' Avenue NW, Ramsey, presented an example oft he shingles and the brick that are proposed to be used. Commissioner Johnson inquired if the applicants had any issues with the City staff letter dated June 30, 2000. Ms. Cook replied no, but indicated that she was not clear on the drainage concerns. Commurdry Development Director Frolik directed the applicant to have their engineer work with the City Engineer regarding the drainage concerns. Motion by Commissioner Johnson, seconded by Commissioner NL, rt, to recommend that City Council grant site plan approval to Chalich Trucking, contingent upon compliance with City Planning Commission/July 10, 2000 Page 18 of 20 I !
