-28-

Motion by Commissioner Johnson, seconded by Commissioner Kociscak, to recess the public
hearing until 7:30 p.m.

Motion Carried. Voting Yes: Vice-Chairperson Nixt, Commissioners Johnson, Kociscak,
Dempsey, Reeve, and Wivoda. Voting No: None.

Public Hearin~

Vice-Chairperson Nixt called the public heating back to order at 7:59 p.m.

Presentation

Community Development Director Frolik stated that various parcels of land were determined to
be land use sensitive and were placed in moratoriums while the City worked on the new
Comprehensive Plan. In addition, the Zoning and Subdivision Chapter of City Code has not
been updated to implement the Comprehensive Plan being considered. A very important aspect
of the draft comprehensive plan is that language which would establish transition density
standards for new residential development abutting existing development A draft ordinance was
presented to the Planning Commission for a public hearing on July 10. It was determined that
the ordinance needed some rework and the hearing was continued to the regular Planning
Commission meeting in August. In the inter/m, a Planning Commission work session was held
on July 18 to provide City. Staff and Loren Gordon (consultant from Hoisington Koegler Group
working on the Chapter 9 Rewrite) with some direction and feedback for redrafting the proposed
ordinance.

Loren Gordon, Hoisin~on Koegler Group, reviewed the proposed ordinance and presented
examples as to how the ordinance would impact development.

Commissioner Nixt noted that there is a Chapter 9 subcommittee that will' be meeting every
fourth Thursday at 6:00 p.m. that the public is welcome to attend.

Mr. Gordon expla/ned that the transition would occur over three rows of homes in an attempt to
make a gradual reduction in lot size from the one acre standard in the first tier, to 60 percent of
that in the second tier, and then 30 percent in the 3rd tier. He explained that the ordinance also
addresses topography, highways, vegetation, and wetlands and indicates that a developer may not
be able to achieve total density because of the tiering provision. The multiple family approach
attempts to provide a buffer around the perimeter of the development by moving some of the
required open space to the perimeter of the property and increashag the amount of required open
space to 25 percent.

Commissioner Johnson inquired as to what would happen if a development was occtmSng next to
an undeveloped parcel.

Mr. Gordon replied that the developer would be able to develop the property without transition.

Planning Commission/August 1, 2000

I

I
I

I
I
I
I
I
I
I
I
I
I
I
I
I
I
