REPORT FROM PUBLIC WORKS COMMITTEE
By: Public Works Staff

Background:

The Public Works Committee met on Monday, August I4, 2000, and discussed two cases
with an additional add-on case. The actions of the Committee are as follows:

Case #1: Discussion of Speed Humps on Dysprosium Street N.W.

Staff reported that the 'office of State Aid MnDot as recently contacted staff requesting a
response to the December 1, 1999 letter from their office requesting the removal of the
speed humps fi.om Dysprosium Street N.W. The background of the Public Works
Committee and City Council meetings at which this issue was discussed are attached.
The recommendations of the Public Works Committee regarding th.is issue were as
follows: Schedule a meeting with MnDot to view the actual hump installation and
prepare a case for discussion at the September 12, 2000 City Council meeting. Second,
inform the neighborhood residents of the proposal to removal of the humps and inform
them of the meetings with MnDot and the Council.

Council Action:

Motion to ratify the recommendations of the Public Works Committee.

Case #2: Trunk Highway #47 Berming

Staff reported that with the completion of the grading on the south bound lane and its
consequent rise in grade there have been more inquiries as to the status of the ex/sting the
berming along the east side of the highway. Staff reviewed with the Public Works
Committee the measures that had been previous approved on the June 20, 2000, Public
Works Committee meeting. This action allowed for the increase in height of the berm to
the maximum extent permitted by the constraints of the elevation of curb line and the
bikeway. An attachment was presented to the Committee illustrating the rise in the grade
of the road, and the previous and new height of the berm over the roadway. It was also
noted that landscaping is being added on portion, of the berm. Committee commented
that careful elevation should be given in the type of plantings placed on.the berm to
ensure their maximum survival. Staff stated that they would be working with MnDot and
City Environmental staff to address that issue.

G:\uscrs\City Shared File\Public Works Department\Committees~Public Works Committee\Cases\Council Updatck2000\cc
08.22.00.doc

-283-
